BOROUGH OF FRANKLIN PARK WEDNESDAY, AUGUST21, 2024 BOROUGH COUNCIL PRE/POST MEETING MINUTES A pre/post meeting of the Borough Council oft the Borough of Franklin Park was held on Wednesday, August 21, 2024 at 7:00 p.m. at the Municipal Building, 2344 West Ingomar Road, Pittsburgh, Pennsylvania 15237. MANAGER'S REPORT DISCUSSION ITEMS Montgomery Road Stormwater Project - The Borough has received approximately $215,000 in CDBG grant funding through the North Hills COG for the Montgomery Road Stormwater Project. We have been analyzing this project since we had al heavy rain in 20191 that caused flooding. We will have until June 30, 2025 to complete the work. The CEC estimate prepared last fall for this project was approximately $320,000. Some oft the work will be completed by the Public Works crew and some of the Norman Drive water issue - A complaint was received from residents of 1629 Norman Drive regarding water coming from 1623 Norman Drive. Itappears to be an issue with spring water at 1623 Norman Drive causing dampness on the property and around the foundation. The property owner had reached out to Mr. Bucuren in the spring regarding their issue. In the past, the Borough allowed property owners to tiei into a catch basin or stormwater pipe. However, in this case, there is no catch basin or stormwater pipe along the roadi in this location, so the property owner was permitted to pipe the water onto the road as long as it hugs the curb. This has also been permitted in the past, but it is the first time there has been an issue. In this case, Norman Drive is relatively flati in that area and the water is pooling along the road and has a greenish tint to it. Other residents are concerned about possible icing in the winter causing someone to slip and fall. Itv will be costly to pipe the water three houses down the road to the catch basin. West View Water Authority is checking tos see if there is a possible leak in the areai that may be causing the water issue. Staff will report back at the next meeting. Dr. Li noted that the residents really appreciate the support from the work will be outsourced. Borough staff regarding thisi issue. REPORTS FROM COUNCIL MEMBERS & MAYOR Miss O'Keefe thanked everyone noting that she had a great experience, and it was a privilege and an honor to learn from everyone. She hopes Mila has a great experience as Mr. Malkin provided a brief review of the Land Use Committee meeting held earlier this evening to review Ordinance No. 684-2024, an amendment to the Subdivision and Land Development Ordinance (SALDO) regarding trees and wooded areas. The Committee invited and heard comments from three guest speakers regarding the ordinance: Jay Baker, Chuck Goulding, and Elizabeth Whiteman. The Committee reviewed and discussed the Allegheny County Economic Development comment letter dated June 10, 2024. The Committee is recommending to Council that they continue to work towards as solution and the ordinance not be put up for a vote at this time. Mr. Schwartzmier commented that he has been paying more attention to trees as he drives through the Borough. He noted that in the developments constructed in the last 20-30 years thet trees are really maturing overt time. In most areas he sees that nomeowners are providing a decent number oft trees in their yards. Mr. Palled noted that the Planning Commission did not meet due to a lack of quorum. In September the Commission will review Ordinance No. 687-2024 amending Chapter 212 of the Code of the Borough of Franklin Park, "Zoning," to amend the residential uses area and bulk requirements table and revise garage door standards for multifamily buildings. Mr. Palled attended the McCandless Franklin Park Ambulance. Authority Board meeting. They had at financial audit completed by an external firm. Mr. Palled had some questions and would like to obtain additional data for Council. The next MFPAA Board meeting will be held on the third Monday in September if other Council members would like to attend. well. EXECUTIVE SESSION - An executive session was held to discuss property acquisition and police personnel.
