The meeting was also held virtually via remote audio and video conferencing. Council President Uday Palled called the meeting to order. The Mayor wished Miss O'Keefe the very best as she continues her education. MONTHLYREPORTS APPROVAL OF THE MINUTES - Mr. Schwartzmier moved the minutes of the July 17, 2024 pre/post meeting, the. July 17, 2024 regular meeting, and the August 7, 2024 work session, be approved, TREASURER'S FINANCIAL REPORT - Mr. Weiskircher summarized the July Treasurer's Financial Report. The General Fund revenues for the month of. July totaled $410,677. Year-to-date total revenues are $6,766,102, which represents 55.63% of the 2024 total budget. The General Fund expenditures for the month of July totaled $811,736. Year-to-date total expenditures are $5,655,501, which represents 36.97% oft the 20241 total budget. Mr. Myslinski moved the. July Treasurer's Financial Report be accepted POLICE REPORT - Mayor O'Keefe read the Police Report and activity report for the month of July 2024. The police responded to 460 calls for service. Mr. Malkin recommended the Police Report be filed with FIRE COMPANY REPORT Mr. Myslinski read the Fire Company Report for. July 2024. The fire company responded to 23 calls fori the month and the manpower for the month totaled 437 volunteer BUILDING INSPECTION REPORT Mr. Phillips read the Building Inspection Report for July 2024. Mr. Phillips issued 27 permits and collected $8,114 ini fees. ANNOUNCEMENT OF EXECUTIVE SESSIONS ANNOUNCEMENT OF EXECUTIVE SESSION - Mr. Palled announced that Borough Council held an executive session on August 7, 2024 to discuss police personnel, and Borough Council held an executive session on August 21, 2024 to discuss property acquisition, police personnel, and potential litigation. ORDINANCE NO. 686-2024, WARRANTLESS ARRESTS - Mr. Junker summarized Ordinance No. 686- 2024. Mr. Malkin moved to enact Ordinance No. 686-2024, amending Chapter 56 in the Code of the Borough of Franklin Park, "Police Department," to address the right of Borough police officers to make warrantless arrests for summary offenses and restate the guidelines and procedures applicable to arrests made by the Borough police officers for summary offenses, seconded by Dr. Liand carried. 2 BOROUGH OF FRANKLIN PARK WEDNESDAY, AUGUST: 21, 2024 BOROUGH COUNCIL REGULAR MEETING MINUTES ORDINANCE NO. 688-2024, REPEALING ORDINANCE NO. 685-2024 - Mr. Junker summarized Ordinance No. 688-2024. Mr. Schwartzmier moved to enact Ordinance No. 688-2024, to repeal Ordinance No. 685-2024 which would have placed a Government Study Commission question on the RESOLUTION NO. 1368-2024, GRANT APPLICATION FORTHE BLUEBERRY HILL PARK VETERANS' TRAIL STREAM CROSSINGS = Mr. Junker summarized Resolution No. 1368-2024. Mr. Myslinski moved to adopt Resolution No. 1368-2024, authorizing the filing of an application for grant funds with the Redevelopment Authority of Allegheny County ("RAAC") in the amount of $230,000 for the Blueberry Hilll Park' Veterans' Trail Stream Crossings, seconded by Ms. Czekaj and carried. RESOLUTION NO. 1369-2024, JOINT RESOLUTION OF BOROUGH COUNCIL: AND THE CIVIL SERVICE COMMISSION APPROVING AMENDMENTS TOTHE CIVIL SERVICE COMMISSION RULES AND REGULATIONS - Mr. Junker summarized Resolution No. 1369-2024. Dr. Lir moved to adopt Resolution No. 1369-2024, aj joint Resolution of the Borough Council and the Civil Service Commission, approving the Civil Service Commission's amendments to its Rules and Regulations, RESOLUTION NO. 1370-2024, DONATION OF SPEED RADAR TRAILERTO ECONOMY BOROUGH Mr. Junker summarized Resolution No. 1370-2024. Mr. Myslinski moved to adopt Resolution No. 1370- 2024, declaring a speed radar trailer owned by the Police Department of the Borough as surplus and authorizing its disposition by donation to Economy Borough, seconded by Dr. Liand carried. BLACK OAK INVESTMENTS OFFICE BUILDING, LETTER OF CREDIT REDUCTION- - Mr. Schwartzmier moved Northwest Bank Letter of Credit Number 8305004940 in the amended amount of $258,170.00 for the Black Oak Investments Office Building, be reduced by $163,070.00 leaving a balance of $95,100.00 in accordance with the letter from Lennon, Smith, Souleret Engineering, Inc. dated COSTARS SALT CONTRACT RENEWAL - Mr. Malkin moved to approve the renewal of COSTARS Contract #4600016537 for rock salt with American Rock Salt of Mt. Morris, New York for the period August 1, 2024 to July 31, 2025 at a cost of $87.50 per ton delivered, seconded by Ms. Czekaj and STAFF, COUNCIL AND MAYOR thanked Miss O'Keefe for her service as Junior Council Person over the past year and wished her well.
