WATER, WASTEWATER & STORMWATER COMMITTEE Ball, Miller & Murphy *] Item 6A: Report from Inframark on Wastewater Treatment Plant Operations Inframark's written report was submitted regarding operations, projects and activities at the wastewater plant for Council review. Recommended Action - Accept and approve report. *Item 6B: Report from Inframark on Water Treatment Plant Operations Inframark's written report was submitted: regarding operations, projects and activities at the water plant for Council review. Recommended Action - Accept and approve report. Item 6C: Waterline Replacement Project This project is proceeding well and on schedule. Guyer Brothers has installed approximately 80% of the mainline and 50% of the service installations. Recommended Action - No action required. Item 6D: Stormwater Project Construction began on1 this project by A. Liberoni Construction on August 12, 2024. Currently the contractor is working on the largest part of the project with the installation of 60" pipe on North Julian and North Beech Streets. This project will take approximately seven months to complete. Recommended Action - No action required. 7. RECREATION COMMITTEE Item 7A: Pool Bids Jacoby, Kuhar & Miller Onel bid was received from Avalotis Corporation for $198,750 for the second part of the Recommended Action - Accept the bid from Avalotis Corporation in the amount of renovations at the borough pool. $198,750. 8. STREETS COMMITTEE Ball, Houser & Murphy Item 8A: Loading Zone on West' Triumph Street 2 Laurel Medical Solutions has requested an area adjacent to their property on West Triumph Street between West Ogle St. and South West Street be designated al loading zone during business hours, Monday through Friday. They receive several tractor-trailer deliveries a day and ifa vehicle is parked int that area, the tractor trailers unload in the middle ofthe road which can pose al hazard for public safety. Random checks over the past few weeks have indicated that parking areai in question is not being used by the public on ai regular basis. Staff would recommend this to be considered but are: reviewing the procedures fori its Recommended Action Table this to ensure the proper procedures are: followed. implementation. 9. ADMINISTRATION COMMITTEE Houser, Jacoby & Kuhar Item 9A: Budget: The department heads have begun their preparation: for the 2025 budget. Item 9B: Robert Yahnert and Gabe Forst were hired as full-time employees with Public Works as Laborer 1 and Alexa Miller was hired as aj part-time employee with the tennis center. Recommended Action- Make it a matter of record that thej people listed above were hired to their respective positions. Pay for Public works is $22.79. Thej part-time rate for the tennis center is $8.50 per hour. 10. HUMAN RELATIONS & DIVERSITYCOMMITTEE Kuhar & Houser 11. GENERAL BUSINESS Item 11A: Ordinance: # 670: Garbage Ordinance An ordinance which amends the current ordinance by prohibiting garbage and/or recycle Recommended Action- Grant final approval for Ordinance 670 amending provisions oft the receptacles to be placed inj public roadways. garbage ordinance. Item 11B: Lock Boxes for Fire Department Use The installation ofl lock boxes on commercial and multi-household residential buildings was discussed at the. August meeting. After further investigation, it was determined that the existing fire code already authorizes the local "fire code official" (normally the fire chief) to specify where lock boxes are needed and what type ofbox should be installed. The same section ofthe fire code also addresses emergency access needs for fences and gates. 3 As such, there is no need for an additional ordinance. Iti is expected that Fire Chiefwilli issue al letter explaining what willl bei required. That letter willl be provided tol LMIA (code enforcement agency) sO that they can include this as part ofi inspections for new or renovated structures. Recommended Action - No action required at this time. Item 11C: Lease Agreement with Goodwill of the Southern Alleghenies Ebensburg Borough and Goodwill oft the Southern Alleghenies entered into a lease agreement September for one year, ending on September 31, 2022, but allowing fort two one-year extensions which were utilized. The tenant has requested to renew the lease with the Borough for three years, commencing on 10-1-2024 at the current lease rate of$1,117.38. Recommended Action - Dependent on discussion in executive session. Item 11D: Lease. Agreement with Cambria County Child Development Corp. Ebensburg Borough and the Cambria County Child Development Corp. entered into al lease agreement October 1, 2021 for three years, ending on September 31, 2024 at the current lease rate of$1,666.94. The tenant has requested to renew the lease with thel Borough for three years at ai rate of$1,666.94 Recommended Action - Dependent on discussion in executive session. Item 11E: Noise Complaint Ebensburg Borough received a complaint regarding the emptying of waste receptacles which occur during quiet times int the Borough and the complainant considered them as a violation of our noise ordinance. The Borough has investigated this and found that we are limited to our noise ordinance that gives an exemption for necessary garbage removal activities. Recommended Action - No action required at this time. Item 11F: Minutes ofl Previous Meeting(s) The minutes of the. August 23, 2024, regular meeting are presented: for Council review and approval.
