REGULAR MEETING OF DRAVOSBURG COINCILOFAIGISTMZNK The meeting was called to order at 7:00 p.m. by Council President McKelvey with the Pledge of Allegiance. RollCall Dzuro... Mols.. Palcsey. Snodgrass.. McKelvey.... ...-.present present -present -present ..present Mr. Palcsey makes the motion to accept the minutes as written. Mr. Snodgrass seconds the motion. Roll Call vote. Dzuro-yes; Mols-abstain (on vacation last mth); Palcsey-yes; Snodgrass-yes; McKelvey-yes. Motion carried. Citizens Present Mr. Fleischauer of Chestnut Alley questions the status of Euclid Avenue; it has been going on all summer long. President McKelvey responds they are in the process of finishing up within 2 Mrs. Fleischauer comments she owns the extra lot adjoining her property. The people next tol her just moved in and are taking over. After a brief discussion, Atty. Matta advises that is a private matter and they should be put up a notice and/or a sign and date it that it is private property. The Mr. Fleischauer questions if reflectors can be put up on the telephone poles on Chestnut. With winter and snow coming, it is hard to see at night. President McKelvey states we will look into Mr. & Mrs. Fleischauer complain about the people parking on Sherman Ave. Itis tool hard to get in and out of Chestnut Alley especially at the corner there by 3rd Street. People are parking too close to the corner. Atty. Matta suggests the police look at that area and patrol it more. Mayor McKelvey comments to. have Mr. Sikora ticket them. A brief discussion follows. Mr. Glenn Allen questions ini the police contract, aren't we supposed to have someone here every month at the meeting tol let us know what is going on in town. He questions what happened on4" St. (106 demolition project). The owners did not know it was going to be demolished. He feels this town is not being protected. There is SO much drug activity going on. After a discussion, weeks. borough can't do anything. that. Atty. Matta states that house is being demolished and it will be coming down. Ms. Charlene Kudla questions if the house by the railroad tracks has been abandoned and if we know what was going on with it. Council President McKelvey states she moved out and wanted to turn it overt to thel borough but from what he understands iti is "historical". A discussion follows. Ms. Amy Kovka comments her first concern is the alley where she lives in; Beech Alley. The cars come flying through there just to beat the red light. She questions if we can do something about this. The children play there and ride their bikes there and someone is going to get hurt; it is very scary. She questions if we can gets speed bumps in that alley. Afteradiscussion, President Ms. Kovka states she works at Dravosburg Mini Mart and there is sO much drug activity there in the parking lot. If she called the police, they don'tshow up or by the time they do, they are gone. She never sees the police there. She works 81 hrs. a day and never sees them; where are they? A Ms. Kovka states there is pedophile living up around there and questions if there is a certain amount of area he has to be away from playgrounds and the kids? There are a lot of children int that area and questions how far does he have tol be away from them. Mayor McKelvey told her she should contact the police if she knows where he moved. Lt. Matthews comments they receive this information on individuals listed on Megan's Law from the state police. It depends on the risk Ms. Dorothy Best questions what the procedure is for tagging a car and how long does it take to get it towed. President McKelvey responds if it is orange tagged, usually within 3-4 days it has tol be towed. She comments there was a car tagged, they ripped it off and was tagged again and Ms. Best has a question for the engineer - the problem with the sink hole in front of her place is now covered up. Mr. Dursa responds that probably has been there for awhile and since the bricks Mr. Dennis Krajewski questions the status of the house at 204 Maple. President McKelvey Mr. Krajewski questions the engineer if thel ballfield project is completed yet. Mr. Dursa responds Mr. Dan Krajewski reports that DVFD#2 now has someone living in there. After a brief Mr. Fleischauer questions what the burning ordinance is. President McKelvey states you have to Mr. Dan Krajewski reports there is not a stop sign at the end of Luscombe by Bettis. Mr. Snodgrass says yes there is; it is on the left side. Matta informs Council to have Mr. Volpe go check it out. be 15' away from a structure. states we will look into it. 2 Ms. Sheri Pattison is here questioning a request she had for a letter from the borough regarding a grant she applied for to replace playground equipment and wants to know why she can't get this Ms. Mary Ellen Konick questions why every time the DHA asks for something it seems like iti is Mr. Redmac McKelvey questions if Council has done anything with the Ordinance that the fire chief turned in last month for them tol be able to collect monies from calls. Atty. Matta is looking into it; it was a sample one and needs tol be revised for Dravosburg. He wants to make sure we list the correct amounts that we are permitted tos SO we can get reimbursed: from the insurance company. letter. always al big deal. Mayor Mayor McKelvey reports there were 89 police calls last month and doesn'tknow about the fire company. Mr. Redmac McKelvey responds probably around 13 calls last month. Mayor McKelvey comments the police will check out the abandoned and illegal cars. Engineer Mr. Joe Dursa reports on the GTRP Grant for the US Steel Ballfields in the amount of $50,509 that we: received. We cannot do anything other than we applied for which was for the parking lot. They needed a letter from the borough stating we would not bid that out until the committee has Mr. Dursa reports on the demolitions -5 5t St., 5 & 8 Goldstrom, 106 4"h St and 204 Maple. Mr. Dursai reports on Euclid. Ave. status. The water company was supposed to start paving Monday Mr. Dursa reports on the 3 grants available now: GETDF are due next Friday; CD51 Pre-Apps are due Sept. 13+h with minimum of $20,000; LSA Grant has a minimum of $25,000 with noi match reviewed our new grant application for the parking lot. but called and said he would start tomorrow. and not due until Nov. 30". Solicitor Atty. Matta reads a Resolution appointing Michelle Turacy to the Zoning Hearing Board for a 3 yr. term expiring December 31,2026. Mr. Snodgrass makes the motion to adopt this Resolution. Matta states we need a motion to approve the request of the Dravosburg Housing Association in regards to the playground grant instructing him to write the appropriate letter pending the final review of the grant. Mr. Palcsey makes this motion. Mr. Dzuro seconds the motion. Mr. Mols wants to address the resident who had some concerns in regard as to what is aj perception perceived of reluctance to be in compliance with the housing. He is going to vote yes tonight becausel he wants the opportunity fort the children tol have aj playground. But he thinks when they were consulting and looking for acclamation and approval from the borough, why they didn'tinclude Council tol be aj part oft the planning stages oft this grant.
