THRALL CITY COUNCIL MEETING MINUTES February 20, 2019 at 7:00 p.m. Present were: Mayor Troy Marx, Commissioner Scooter Dubec, Chief Whitney Whitworth, Attorney Mark Schroeder, City Secretary Ginger Gross and guests, Melissa Perry, Dan Hejl, Terry Ballard, Crissie Ballard and David Gomez. Mayor Marx called the meeting to order. The Pledge of Allegiance was recited at 7:15pm. The Thrall City Council discussed al Resolution authorizing the submission of an application for the 2019- 2020 TxCDBG Community Development Fund competition. Dan Hejl discussed the items being considered for the grant, which included some water lines & fire hydrants, the lift station, and an insert valve south of town. Commissioner Dubec made a motion to accept Resolution No. 2202019 as stated by The Thrall City Council then moved on to Agenda Item #3 which was a presentation from the Thrall Chief of Police, Whitney Whitworth, on David Gomez, as a reserve officer, and Terry Ballard, as a full-time officer. Both officers were introduced, and al brief history of their previous service was presented. The Thrall City Council then addressed Agenda Item #2 which was discussing purchasing a new mower and trailer for the maintenance department. The bond council approved spending road bond money on equipment to maintain the work done on the North and South Barker channel to prevent the new roads from being damaged by floods. Bids were received from Ewald Kubota and United Ag & Turf. John Deere. Commissioner Dubec made a motion that the City of Thrall purchase the Kubota ZD1211L-72 tractor with The Thrall City Council then discussed the dates of the 2019 Spring Clean-Up and City-Wide Yard Sale. Commissioner Dubec made a motion that we set the Thrall 2019 City-Wide Yard Sale on May 4 with the Spring Clean-Up all day May 6-10 and from 8am-noon on Saturday, May 11; Mayor Marx seconded; The Thrall City Council reviewed financials, minutes, and department reports. Mayor Marx approved the Council adjourned into closed session with the Attorney to discuss: Thrall City Council will review, take consideration and possible action of water contract with Taylor and settlement agreement in lawsuit styled City of Thrall V. Noack Water Supply Corp. V. City of Taylor, Cause No. 12-0200-C26 and to conduct Council reconvened into open session at 8:49pm to conclude the meeting.
