CALLTOORDER and DECLARE. A QUORUM at7:05 p.m.  1.1. Roll Call 1.2.Pledge of Allegiance  2. WELCOME VISITORS. AND VISITOR COMMENTS  (Orange Sign In Card)  This time is reserved for input to the' Thrall City Council on items not listed on the agenda. Any items presented to the Thrall City Council are considered informational only and may result in placement on a future agenda for discussion and consideration. During this time the Thrall City Council may hear your concerns but may not respond to any comments and will defer to City Staff. Those wishing to speak during this time must complete an Orange Sign In Card and present to the City Secretary prior to the beginning of the meeting. All 2.1. Remarks of Visitors-Chief Whitworth introduced Officer Jarmon to the Council as our newest officer, he stated she was hired on February 28, she's doing a really good job  visitors will observe ai three-minute time limit.  sO farand hope she hangs out with us for a while.  3. PRESENTATIONS  3.1.Proclamation for Motorcycle Safety Awareness Month by Mayor Marx.  Mayor Marx read and presented the proclamation to David Vincent and thanked them that we appreciate the importance of the awareness. Mr. Vincent thanked the Council  for taken the time once again to do this and for the supporting them.  4. CONSENT AGENDA: ITEMS  The Consent Agenda items listed below are considered to be routine by the Thrall City Council and will be enacted by one motion. There will be no separate discussion of these  April 27, 2022 Special Called City Council Meeting Minutes  Pagelof3    items unless requested by the Mayor and/or Commissioner, in which event, the item(s) will be removed from the Consent Agenda and considered as a Regular Agenda item(s). 4.1. Consideration and possible action regarding the approval of the minutes for the Special  Called City Council Meeting on. March 23, 2022.  Commissioner Martin made a motion to approve the consent agenda items read by  the mayor with a second by Mayor Marx. Motion carried 2-0.  5. REGULAR AGENDAITEMS  (Green Sign In Card)  This time is reserved for the public to speak to the Thrall City Council after the regular agenda item has been announced for consideration. Those wishing to speak must complete a Green Sign In Card and present the card to the City Secretary prior to the beginning of 5.1. Consideration and possible action regarding the Annual Financial Audit Report for the year ending September 30, 2021 presented by Donald L. Allman, CPA.  the meeting. All visitors will observe ai three-minute time limit.  Don Allman with Donald L. Allman, CPA, PC Firm thanked the Mayor and Council for choosing their firm to do the audit for the City of Thrall and thanked all the staff at the city, everyone is great to work with. Mr. Allman presented the audit to the City Commissioner Martin made a motion to approve the audit as presented with a 5.2. Consideration and possible action regarding Resolution No. 2022-4-1a resolution oft the City of Thrall, Texas, appointing the mayor as the Chief Executive Officer and authorized representative to act in all matters in connection with the FEMA Hazard Mitigation Grant (HMGP) Project and committing the city to provide matching funds to Commissioner Martin made a motion to accept Resolution No. 2022-4-1 appointing the mayor as the Chief Executive Officer and authorized representative to act in all matters in connection with the FEMA Hazard Mitigation Grant with a second by  Council.  second by Mayor Marx. Motion carried 2-0.  secure and complete the FEMA: Hazard Mitigation Grant.  Mayor Marx. Motion carried 2-0.  6. EXECUTIVE SESSION  Thrall City Council adjourned from its regular session and convened into Closed/Executive Session at 7:25 p.m., to discuss the following Item(s), pursuant to Texas 6.1.
