CITY OF THRALL ORDINANCE NO. 2021-9-1  AN ORDINANCE MAKING APPROPRIATIONS FOR THE SUPPORT OF THE CITY OF THRALL FOR THE FISCAL YEAR OCTOBER 1, 2021 THROUGH SEPTEMBER 30, 2022 AND ADOPTING THE ANNUAL BUDGET OF THE CITY OF THRALL FOR THE 2022 FISCAL YEAR; PROVIDING FOR A PUBLICATION CLAUSE, SEVERABILITY  CLAUSE, AND OPEN MEETING CLAUSE.  WHEREAS, the budget for the fiscal year October 1, 2021 through September 30, 2022, was duly presented to the City Council and a public hearing was ordered by the City Council and aj public notice of said hearing was caused tol be given by the City Council and said public hearing  was held according to said notice. CITY OF THRALL, TEXAS:  NOW THEREFORE, BE: IT ORDAINED BY THE CITY COUNCIL OF THE  SECTIONI.  That the appropriations for the fiscal year October 1, 2021 through September 30, 2022 for the support oft the general government ofthe City ofThrall be fixed and determined for said terms in accordance with the expenditures shown in the City's 2021 fiscal year budget, a summary of  which is appended hereto as Exhibit A.  SECTIONIL.  That the budget, as shown in words and figures in Exhibit A, is hereby approved in all respects and adopted as the City's budget for the fiscal year October 1, 2021 through September  30, 2022.  SECTIONI III.  That there is hereby appropriated the amount shown in said budget the required funds to provide for a Interest and Sinking Fund for the payment of the principal and interest and the  retirement oft the bonded debt ofs said City.  SECTIONIV.] Publication Clause  The City Secretary of the City of Thrall is hereby authorized and directed to publish the  caption ofthis ordinance in the manner and for the length oft time prescribed by law.  SECTION V. Severability Clause  The provisions oft this ordinance are severable, and if any sentence, section, or other parts of this ordinance should be found to be invalid, such invalidity shall not affect the remaining provisions, and the remaining provisions shall continue in full force and effect. Repealing Clause  All ordinances and resolutions and parts thereofin conflict herewith are hereby expressly  repealed insofar as they conflict.  SECTION VII. Open Meeting Clause  The City Council hereby finds and declares that written notice oft the date, hour, place, and subject oft the meeting at which this ordinance was adopted was posted and that such meeting was open tot thej public as required by law at all times during which this ordinance and the subject hereof were discussed, considered, and formerly acted upon, all as required by the Open Meetings Act,  Chapter 551, Texas Government Code, as amended.  SECTION VIII.  This ordinance shall take effect and be in force from and after its passage.
