Any items presented to the Thrall City Council are considered informational only and may result in placement on a future agenda for discussion and consideration. During this time the Thrall City Council may hear your concerns but may not respond to any comments and will defer to City Staff. Those wishing to speak during this time must complete an Orange Sign In Card and present to the City Secretary prior to the beginning of the meeting. ITEMS The Consent Agenda items listed below are considered to be routine by the Thrall City Council and will be enacted by one motion. There will be no separate discussion of these items unless requested by the Mayor and/or Commissioner, in which event, the item(s) will be removed from the Consent Agenda and considered as a Regular Agenda item(s). 3.1. AGENDA ITEMS (Green Sign In Card) This time is reserved for the public to speak to the Thrall City Council after the regular agenda item has been announced for consideration. Those wishing to speak must complete a Green Sign In Card and present the card to the City Secretary prior to the beginning of the meeting. All visitors will observe a three-minute time limit. Mayor Marx moved and acted on 4.3 and 4.4 of the regular agenda then proceeded to 4.1. Consideration and possible action regarding a Notice of Receipt of Application and Intent to Obtain Water Quality Permit, Proposed Permit No. W00016391001. Mayor Marx made a motion to instruct Ben Matthews to submit on behave of the City of Thrall that were opposed to the permit that is being offered on Hwy 79 sewer treatment plant and authorize the mayor to make any decisions for the city before the next meeting with a second by Commissioner Martin. Motion carried 3-0. 4.2. Consideration and possible action regarding the Final Plat for the property located at 103 W. Beaumont presented by Bryan Technical Services, Inc. on behalf of the owner, Commissioner Martin made a motion to approve the Final Plat for the property located at 103 W. Beaumont with a second by Commissioner Karch. Motion carried 3- 4.3.Consideration and possible action regarding a variance request to Ordinance No. 2014- 0910 for setbacks on the property located at 113 North Barker Street presented by The council discussed the variance request of 4 feet on each side of the property with Sandra Flournoy and after addressing several concerns and questions, Commissioner Martin made a motion to grant the variance to Ordinance No. 2014-0910 for the property located at 113 North Barker Street for Sandra Flournoy with a second by 4.4. Consideration and possible action regarding a request to reopen the street/easement running between North and South Barker to allow water to run into creek. 4.1of the regular agenda in order as listed. MN: Manzur LLC, aka Daniel Manzur. 0. Sandra Flournoy (Owner). Commissioner Karch. Motion carried 3-0. Mayor Marx informed Sandra Flournoy that the city submitted 3 projects to Williamson County for consideration regarding the bond funds that passed through the election process. The City of Thrall was awarded for 1 of those projects and that project will be North & South Barker Street. The project will include redoing the streets, drainage, and adding the crossover/bridge back in between streets. This project was awarded about $1.1 million dollars, and the city will try to get this project in the process with county. Consideration and possible action regarding Ordinance No. 2024-1-2 establishing rates and charges tol be charged by the City of Thrall for its services and specifically the rates and charges for water services; providing for a penalty on water bills if not paid by a certain date; providing for a termination of water service ifa a bill is not paid by a certain delinquency date; providing for a severability clause; providing for a repealer clause; Commissioner Martin made a motion to pass Ordinance No. 2024-1-2 with the new rates with an effective date of March 2024 with a second by Commissioner Karch. 4.6. Consideration and possible action regarding Resolution No. 2024-1-1 ordering a and providing for aj publication clause. Motion carried 3-0. Municipal General Election for May 4, 2024. Commissioner Martin made a motion to pass Resolution No. 2024-1-1 for the municipal general election for May 4 pending exhibit "A" from Williamson County 4.7. Consideration and possible action regarding a Resolution to enter into an Interlocal Cooperation Contract with Texas Department of Public Safety for Failure to Appear A contract was: not available at the meeting and will need to be tabled until the next with a second by Commissioner.
