Any items presented to the Thrall City Council are considered informational only and may result in placement on a future agenda for discussion and consideration. During this time the Thrall City Council may hear your concerns but may not respond to any comments and will defer to City Staff. Those wishing to speak during this time must complete an Orange Sign In Card and present to the City Secretary prior to the beginning of the meeting. Proclamation for Children's Mental Health Awareness Week by Mayor Marx. Mayor Marx read and presented the proclamation to Trish van Til with Interagency Support Council of Eastern Williamson County, Inc. Ms. Van Til spoke on children's mental 3.2. Proclamation for Motorcycle Safety Awareness Month by Mayor Marx. Mayor Marx read and presented the proclamation to David Vincent with Renatus Motorcycle Club. Mr. Vincent spoke on motorcycle safety awareness and thanked the Council health and thanked the Council for their support. for theirs support. AGENDA ITEMS The Consent Agenda items listed below are considered to be routine by the Thrall City Council and will be enacted by one motion. There will be no separate discussion of these items unless requested by thel Mayor and/or Commissioner, in which event, the item(s) will ber removed from the Consent Agenda and considered as a Regular Agenda item(s). 4.1. Consideration and possible action regarding the approval of the minutes for the Special Called City Council Meeting on March 24, 2021. 4.2. Consideration and possible action regarding March 2021 financials. 4.3. Consideration and possible action regarding Ordinance No: 2021-4-1 granting to Atmos Energy Corporation, a Texas and Virginia Corporation, its successors and assigns, a franchise to construct, maintain, and operate pipelines and equipment in the City of Thrall, Williamson County, Texas, for the transportation, delivery, sale, and distribution of gas in, out of, and through said City for all purposes; providing for the payment of a fee or charge for the use of the public rights-of-ways; and providing that such fee shall be in lieu of other fees and charges, excepting ad valorem taxes; and 4.4. Consideration and possible action regarding Resolution No. 2021-4-2of the City Council of the City of Thrall, Texas, authorizing the submission of a Texas Community Development Block Grant Program application to the Texas Department of Agriculture, Office of Rural Affairs for the community development fund; and authorizing the Mayor and/or the Mayor Pro-tem to act as the City's Executive Officer and authorized representative in all matters pertaining to the City's participation in the Texas Community Commissioner Dubec made a motion to approve as presented by Mayor Marx with a repealing all previous gas franchise ordinances. Development Block Grant Program. second by Commissioner Walla. Motion carried 3-0. 5. REGULAR AGENDA ITEMS (Green Sign In Card) This time is reserved for the public to speak to the Thrall City Council after the regular agenda item has been announced for consideration. Those wishing to speak must complete a Green Sign In Card and present the card to the City Secretary prior to the beginning of 5.1. Consideration and possible action regarding the Annual Financial Audit Report for the year ending September 30, 2020 presented by Donald L. Allman, CPA. the meeting. All visitors will observe a three-minute time limit. Commissioner Walla made a motion to accept the Annual Financial Audit Report presented by Mr. Don Allman with a second by Commissioner Dubec. Motion City Secretary, Melissa L. Perry addressed Mayor Marx and recommended acting on agenda items 5.2 and 5.3 then proceed back to the Consent Agenda Items for reading carried 3-0. and action. Consideration and possible action regarding a variance request to Ordinance No. 04242014 Section 3.9 Freestanding Commercial Signs and Section 6.0 Fees for a messaging board requested by' Thrall ISD located at 201 S.1 Bounds Street. Joan Sladek with Thrall ISD presented the proposed school sign they would like to install and was available to address questions and/or concerns the Council may have. During discussion, the concerns mentioned were the ROW and the road construction project that would be done along Bounds Street over the next 3-6 months. After further discussion, a motion by Mayor Marx to approve a variance for the setbacks to be 6: feet from the outer edge of the sign from the ROW, the height of the sign not to exceed 14 feet and to waive the $40 permit fee with a second by Commissioner Walla. 5.3. Consideration and possible action regarding a variance request to Ordinance No. 20150520 Article 2. Specifications Section 2.01 Site Plan/Requirements under C. for the front entry to face West of S. Barker Street requested by Robicel Torres Alcudia located After further discussion, Mayor Marx made a motion to approve the variance allowing the mobile home/front entry to face the side property versus S. Barker Street with still meeting the 25 feet setback from the edge of the home to the property Mayor Marx proceeded to the Consent Agenda Items for readings and action. Motion carried 3-0. at 97 S.
