CALLTOORDER and DECLARE A OUORUM at 7:15 p.m.  1.1. Roll Call 1.2.Pledge of Allegiance  2. WELCOME VISITORS AND VISITOR COMMENTS  (Orange Sign In Card)  This time is reserved for input to the Thrall City Council on items not listed on the agenda. Any items presented to the Thrall City Council are considered informational only and may result in placement on a future agenda for discussion and consideration. During this time the Thrall City Council may hear your concerns but may not respond to any comments and will defer to City Staff. Those wishing to speak during this time must complete an Orange Sign In Card and present to the City Secretary prior to the beginning of the meeting. All  visitors will observe a three-minute time limit. 2.1. Remarks of Visitors. No public comment.  3. CONSENT. AGENDAITEMS  The Consent Agenda items listed below are considered to be routine by the Thrall City Council and will be enacted by one motion. There will be no separate discussion of these items unless requested by the Mayor and/or Commissioner, in which event, the item(s) will be removed from the Consent Agenda and considered as a Regular Agenda item(s). 3.1. Consideration and possible action regarding the approval of the minutes for the City 3.2. Consideration and possible action regarding August and September 2021 financials. Commissioner Dubec made a motion to accept 3.1 and 3.2 as presented by the mayor  Council Meeting on October! 20, 2021.  with a second by Mayor Marx. Motion carried 2-0. Consideration and possible action regarding Resolution No. 2021-11-1 appointing the  the meeting. All visitors will observe ai three-minute time limit.  official newspaper: for the City of Thrall.
