No public present for hearing.  Year Budget  4. CONSENT AGENDA ITEMS  The Consent Agenda items listed below are considered to be routine by the Thrall City Council and will be enacted by one motion. There will be no separate discussion of these items unless requested by the Mayor and/or Commissioner, in which event, the item(s) will be removed from the Consent. Agenda and considered as a Regular Agenda item(s). 4.1. Consideration and possible action regarding the approval of the minutes for the  Regular City Council Meeting on July 15, 2020.  Mayor Marx asked are there any additions or corrections, Commissioner Dubec stated he has none and Mayor Marx said they stand approved as read.  5. CITYCOUNCIL WORKSHOP  5.1. 2020 Tax Rate and 2020-2021 Budget Workshop-Council and staff discussed the  proposed budget and tax rate. No action taken during workshop.  REGULAR AGENDA ITEMS  (Green Sign In Card)  This time is reserved for the public to speak to the Thrall City Council after the regular agenda item has been announced for consideration. Those wishing to speak must complete a Green Sign In Card and present the card to the City Secretary prior to the beginning of 6.1. Council feels comfortable moving forward with the proposed budget as presented and move the budget to the next phase of adoption at the next meeting. Discussion  only, no action taken.  6.2. Consideration and possible action regarding the City of Thrall 2020 tax rate.  Mayor Marx made a motion to set the 2020 City of Thrall proposed tax rate to be $0.596285 as presented in the budget and to move to our next hearing with a second August 12, 2020 Special Called Public Hearing Workshop and City Council Meeting Minutes Page2of4    by Commissioner Dubec.
