WELCOME VISITORS AND VISITOR COMMENTS  (Orange Sign In Card)  This time is reserved for input to the Thrall City Council on items not listed on the agenda. Any items presented to the Thrall City Council are considered informational only and may result in placement on a future agenda for discussion and consideration. During this time the Thrall City Council may hear your concerns but may not respond to any comments and will defer to City Staff. Those wishing to speak during this time must complete an Orange Sign In Card and present to the City Secretary prior to the beginning of the meeting. All  visitors will observe at three-minute time limit. 2.1. Remarks of Visitors-No public comment.  3. PRESENTATIONS  3.1. Reguladores LEMC/Caballo de Hierro Chapter to present a donation to the City of  Thrall Police Department.  Mayor Marx introduced the Reguladores and thanked them for their service, and all their hard work that they do for the Thrall community. The Reguladores presented a check in the amount of $3200.00 in donations to the Thrall Police Department.  4. CONSENT. AGENDA ITEM(S)  November 14, 2023 Special Called City Council Meeting Minutes  Pagelof3    The Consent Agenda items listed below are considered to be routine by the Thrall City Council and will be enacted by one motion. There will be no separate discussion of these items unless requested by thel Mayor and/or Commissioner, in which event, the item(s) will bei removed from the Consent Agenda and considered as a Regular Agenda item(s). 4.1. Consideration and possible action regarding the approval of the minutes for the Special 4.2. Commissioner Martin made a motion to approve as read by the mayor with a second  by Commissioner Karch. Motion carried: 3-0.  5. REGULARAGENDAI ITEMS  (Green Sign In Card)  This time is reserved for the public to speak to the Thrall City Council after the regular agenda item has been announced for consideration. Those wishing to speak must complete a Green Sign In Card and present the card to the City Secretary prior to the beginning of 5.1. Consideration and possible action regarding Ordinance No. 2023-11-1 No Parking  the meeting. All visitors will observe a three-minute time limit.  zones.  Mayor Marx read the caption of the ordinance as follows:  Ordinance establishing a no parking zone on Bounds Street, a street within the City of Thrall, Texas, with the no parking zones located on the west side of Bounds Street between Railroad Street and Eckhart Street; providing for a fine or penalty of this ordinance as a misdemeanor subject to a fine not to exceed $500.00 for each offense, except however, where different penalty has been established by state law for such offense, in which event the penalty shall be fixed by state law and if deemed a violation of any provisional law that governs fire safety, zoning, or public health and sanitation, the penalty shall not exceed the sum of $2,000.00 for each offense; Commissioner Martin made a motion to approve Ordinance No. 2023-11-1 as presented by the mayor with a second by Commissioner Karch. Motion carried 3-0. Thrall City Council will adjourn from its regular session and convene into Closed/Executive Session, to discuss the following Item(s), pursuant to' Texas Government Code Chapter: 6.1.
