Consideration and possible action regarding the approval of the minutes for the 4.2. Commissioner Martin made a motion to accept the consent agenda items as read by  the mayor with second by Commissioner Karch. Motion carried 3-0.  5. REGULARAGENDA ITEMS  (Green Sign In Card)  This time is reserved for the public to speak to the Thrall City Council after the regular agenda item has been announced for consideration. Consideration and possible action regarding the awarding of the City of Thrall 2021- 2022' TxCDBG Water Line Improvements Project tol M&C Fonseca Construction Co., Inc. Dan Hejl with Hejl, Lee, and Associates was present and recommended the Council award the bid to M&C Fonseca Construction Co. Commissioner Karch made a motion to accept M&C Fonseca Construction Co., Inc. for the 2021-2022 TxCDBG Water Line Improvements Project in the amount of $265,227.50 with second by  the meeting. Consideration and possible action regarding the awarding of the Williamson County American Resue Plan (ARP) Water Transmission Line Improvements Project to M&C Dan Hejl with Hejl, Lee, and Associates was present and recommended the Council award the bid to M&C Fonseca Construction Co. Commissioner Martin made a motion to accept (ARP) Water Transmission Line Improvements Project to M&C Fonseca Construction Co., Inc. in the amount of $326,760.00 with second by 5.3. Consideration and possible action regarding the acceptance of Audit Engagement Letter with Donald Allman, CPA, PC for the Fiscal Year ending September 30, 2023. Commissioner Martin made a motion to accept the Audit Engagement Letter with Donald Allman, CPA, PC for the Fiscal Year ending September 30, 2023 with a  Fonseca Construction Co., Inc. in the amount of $326,760.00.  Commissioner. Martin. Motion carried 3-0.  second by Commissioner Karch  5.4. Consideration and possible action regarding the City of Thrall 2023-2024 budget.  Discussion only, no action taken.  5.5. Consideration and possible action regarding the City of Thrall 2023 tax: rate.  Commissioner Martin made a motion for the tax rate for the City of Thrall 2023 in the amount of $0.403332 with a second by Commissioner Karch. Motion carried 3-0.  Mayor Troy Marx Commissioner. Consideration and possible action regarding an Interlocal Cooperation Agreement between Williamson County and the City of Thrall for participation and access to Williamson County's Dispatch Services and Public Safety Software Systems and related Commissioner Karch made a motion to accept the Interlocal Cooperation Agreement between Williamson County and the City of Thrall for participation and access to Williamson County's Dispatch Services and Public Safety Software Systems with a 5.7. Consideration and possible action regarding Ordinance No. 5-18-06 on junked vehicles  support services.  second by Commissioner Martin. Motion carried 3-0.  located in the city limits of Thrall.
