CITY OF THRALL ORDINANCE NO. 2024-1-2  AN ORDINANCE ESTABLISHING RATES AND CHARGES TO BE CHARGED BY THE CITY OF THRALL FOR ITS SERVICES AND SPECIFICALLY THE RATES AND CHARGES FOR WATER SERVICES; PROVIDING FOR A PENALTY ON WATER BILLS IF NOT PAID BY A CERTAIN DATE; PROVIDING FOR A TERMINATION OF WATER SERVICE IF A BILL IS NOT PAID BY A CERTAIN DELINQUENCY DATE; PROVIDING FOR A SEVERABILITY CLAUSE; PROVIDING FOR A REPEALER CLAUSE; AND PROVIDING FOR. A PUBLICATION CLAUSE.  BEITO ORDAINED BYTHE CITY OF THRALL, TEXAS:  SECTION1. That the water rates to be charged in each calendar month for all users of water  services from the City Water Supply, commencing with billings in March 2024,  shall be as follows:  Minimum billing Residential & Commercial  1#+2000 gallons  $32.00  2000 gallons or more $9.05 per 1000 gallons 2000 gallons or more $10.00 per 1000 gallons  School(s)  SECTION2. That the effective date of the rates and charges set out and established in Section  1, above, shall be effective starting the month of March 2024, and for each  calendar month thereafter.  SECTION3. That a penalty of ten percent (10%) of the amount due shall attach to all bills for  water services hereunder if not paid by the 15th day of the month following the  month for which billing was made.  SECTION4. That a water service bill is not paid by the 25th day of the month following the  month for which billing was made, then the user of such service shall be delinquent and water service to any such delinquent user shall be terminated  and a $50.00 reconnect. fee shall apply. conflictherewith are. hereby repealed.  SECTION5. All ordinances or parts of ordinances to the extent only that the same are in SECTION6. Inasmuch as there is and imperative need to adjust the rates for goods and  services provided by the City of Thrall as established herein and hereby for the purpose of providing more adequate revenues for the operation, maintenance and improvements of the departments of said City furnishing such goods and services and since such services directly affect the health and sanitation of the citizens of the City of Thrall, this Ordinance shall be effective immediately and  Ordinance No. 2024-1-2 Water Rates  Pagelof3    any rules inhibiting the passage of an ordinance on the date on which it is introduced, be, and the same are hereby, declared to be and an emergency measure and that it shall be placed upon it's first, second, and third reading and final passage and its shalll become effectivei immediately, and iti iss sol Passed.  SECTION7. Severability.  If any article, paragraph, or part of a paragraph of this Ordinance is held to be invalid or unconstitutional by a court of competent jurisdiction, the same shall not invalidate or impair the validity, force or effect of any other article, paragraph or part of a paragraph of this Ordinance which shall remain in full  force and effect.  SECTION8. Repealer.  All provisions of any Ordinance of the City of Thrall, Texas, in conflict with the provisions of this Ordinance shall be, and the same are hereby repealed, and all other provisions not in conflict with the provisions of this Ordinance shall  remain ini full force and effect.  SECTION9. Publication.  The City Secretary is hereby authorized and directed to publish the caption of this Ordinance, together with the penalty provision contained therein, in the  manner and for the length of time prescribed by law.
