CITY OF ARNOLDSVILLE CITY COUNCIL MEETING 8/15/2024 Mayor: Danny Morcom Council Present: Norma Craddock, Blake Arnold, Joyce Sniff, Joel Kriner, Lillian Sanders City Employees Present: Dana Player, Lynn Shedd, Adam Boswell City Attorney Present: Danny Love Guests Present: Melvin Fleming, Doug Cosby, George Spearing III At 6:00 pm Mayor Danny Morcom called the meeting to order. Minutes On a motion from Norma Craddock, seconded by Blake Arnold, the minutes for the July 18, 2024, regular meeting was approved as submitted. Vote 5-0 On a motion from Norma Craddock, seconded by Lillian Sanders, the minutes for the July 29, 2024, called meeting was approved as submitted. Vote5-0 General Fund Financial Report On a motion from Joyce Sniff, seconded by Norma Craddock, the July 2024 General Fund Financial Report was approved as submitted. Vote5-0 Water Fund Financial Report On a motion from Joyce Sniff, seconded by Norma Craddock, the July 2024 Water Fund Financial Report was approved as submitted. Vote 5-0 2nd Ouarter Reports - ARP,Online Purchasing, TSPLST.CD'S.GEFA On a motion from Joyce Sniff, seconded by Lillian Sanders, the 2nd Quarter Reports were approved as submitted. Vote 5-0 Water Department Report Water Superintendent, Adam Boswell, said that the tanks are full and that he had cut back on running the wells. The GW Bray well needs the wire pulled out of it before they put in the pump. Oconee Well will possibly get to it next week. They had three of their people injured. George Spearing III and George Spearing IV will be working on the Meyer Farm Rd well. They are going to delete the big blue tank and reroute the piping and then it should work. It still needs wiring done. The wiring is 340 volt. Mr. Boswell said that they are still doing taps. There were two inquiries of taps between 1" and 2". He also said that he has tried to reach Rusty Allen about looking for water for a new well. Zoning Officer, Lynn Shedd, said that he knew how to get in touch with Rusty Allen and would Superintendent, Adam Boswell, said that that the next filtration system needs to be at White's Run but that a building would need to be added toi it. Fire Department Arnoldsville Fire Chief, Heath Baker, reported that there were a couple of calls, and they had received several donation checks. They lost one member due to their moving to Hilton Head. The car wash fundraiser has ended. There will be a Barbecue fundraiser on October 26th and a 50/50: raffle. Councilman, Joel Kriner suggested that he call Costco to help with the fundraiser. Chief Baker said they are looking for another truck and are looking at prices to expand another bay. Zoning Land Use/Zoning Officer Lynn Shedd reported that he had two inspections. He also said that a home on Yancey Road wanted to have a Bed & Breakfast but that it was against zoning rules. Mayor Morcom said that the millage rate needed to be set. On a motion from Norma Craddock, seconded by Joel Kriner the millage rate was approved at the same rate of1.000 Vote 5-0 Mayor Morcom also mentioned that there were bushes in the street at 268 Creekside Drive. New Business Old Business Mayor Morcom asked the council about the water rates. Joel Kriner said that they achieved their goal, and that people were reducing their usage. He suggested adjusting the rates when they review the data. Doug Cosby asked the council to go back to the old water rates, restrict the use, and penalize the people who were abusing it. Councilman, Blake Arnold wants to keep the raised rates through the resolution. Joyce Sniff wants the increased rates through August 20th. On a motion from Joyce Sniff, seconded by Norma Craddock, the increased rates were approved At 6:56 pm, a motion to adjourn the meeting from Lillian Sanders, seconded by Norma through August 20th Vote 3-1 with 1 abstention.
