Attorney MINUTES OFT THE MONTHLYWORK SESSION September: 25, 2023 215.MeNaughton St. PRESENT: Commissioner Coffey Vice-Chairman Biddle Commissioner Douglas Commissioner Hoyte via phone Commissioner Frost Kenneth Riner, County Manager Lisa Bickel, County Clerk Chairman Coffey called the Monthly Work Session of the Commission ofthe Unified Government of Cisseta-Chattahoochee County, Georgia to order at 6:00 p.m., with all other Commissioners present except for Commissioner Hoyte Via phone, and live streaming on our Facebook page. COUNTYI MANAGER UPDATES: Department Head Updates: Mr. Riner informed the Commission he would let his department heads goi first with their updates. Mordie Askew gave updates fori the Recreation Department. Samantha Hedgecoke gave updates for Community Development. Russell Rhodes gave updates fort the Water Dept. James' Tate, gave updates for Public Works. Lou Beck gave updates for FTI Moore. ACO. Johnny Floyd gave an update for EMS. SPEAKERS: None COUNTXATTORNEYUPDATES: The following items were discussed ast to their relevance for appearance on the Oct. 3, 2023 regularmeeting Capital Budget Discussion, CHAIRMAN COFFEY asked the Commission ift they had an opportunity to look through the capital budget items, to see if there was anything else to add or make a correction to. Hedid agenda: 9.25.23 Work Session 1 have a concern on the Enterprise lease vehicles, they willl be meeting with them on Wednesday September 27th at 2:00, to go over the agreement. The Commission has a lot of questions before they can: move forward on that part ofthel budget. Commissioner Hoyte had questions about the recreation part oft the capitall lbudget. Chairman Coffey stated to add to October agenda for voting ift the enterprise lease questions are answered at SPLOST Referendum 2024 DISCUSSION CHAIRMAN COFFEY would like to add to the next work 2021 Audit, Chairman Coffey asked if Mr. Geer wasi in attendance to speak on the audit and give al briefing, Lisa Bickel informed him that nol he was not, she stated that our Attorney did: reach out tol him, but that she didn't know ifWill Geer responded back tol Bin. Chairman Coffey asked if we knew thes status on our 2022 Audit, and Lisa Bickel told the Commission that the last thing she was told by Ms. Dunn was that everything was still on target. Chairman Coffey did tell the Commission what page the: findings were on, and that we Two Rivers, Chairman Coffey wanted toj just inform the Commission about the many ways they can be resourceful. They can help with striping our roads andi it willl be a savings to the county. If anyone ini the county has a wire line going through their property, they can apply for federal aid and they will give them money to plant food forl bird habitats and they can do iti for three years, then take al break and then continue again for three years. CPCFunding Opportunity, Chairman Coffey, Transportation plan, funding opportunity available for us that wel haven'tcapitalized. on ini the past. Chairman Coffey would like us to see about taking advantage of this opportunity oft thisi in the future. It could open doors for us in thei future. Lou Beck has signed up and stated that some classes are online. Chairman Coffey stated this would be some great funding for our county, and that anyone can sign upi for these classes, and that anyone that would like to dos sO should go seel Mr. Chairman Coffey informed the Commission that the 2023 digest has been accepted and thanked everyone IT, Chairman Coffey stated that we have worked with contracted services ini the past, but wel have aj proposal Tyler Software/Casele, Chairman Coffey stated this was the last thing on the ABM projects. At a point moving forward where we weren'tsure what all it required, do we. just update and upgrade Caselle, or keep going forward with' Tyler? Commissioner Frost stated there are two parts to that onel how much to upgrade Caselle, and how much to stop' Tyler? Chairman Coffey said he doesn't] know the cost; he does know we pay Caselle currently for certain updates. Commissioner Frost does want tol knowi if with Caselle what all costs are involved, and will they get all the reports they are wanting. Chairman Coffeyi informed him certain reports are alreadyi inj place on Caselle. Commissioner Frost asked ifthere is a backout clause with' Tyler, and just wants more details on the costs. Mr. Kenny Riner said he would looki into getting more: information on Commissioner Frost asked about the CDBG grant that was approved, Chairman Coffey stated that every grant we put in for ati this point has been denied due toi the fact that we: still do not have an audit. We can resubmit for the next cycle. Commissioner Biddle: stated we asked for the audit way beforeJune, itj just hasn'tbeen done, it has been put off. We've been asking for 2021 and it is now 2023. Chairman Coffey said it the Wednesday: meeting. session, a newj proposed Splost for 2024. hope to see. Mr. Geer at our next meeting. Kenny, the County Manager. who worked on getting the digest together. that he would like to talk about in executive session under personnel matters. some exact costs. isi in our charter that we. have tol have an annual audit. We have to do something. 9.25.23 Work Session 2 EXECUTIVE SESSION: AI Motion wasi made to goi into executive session at 7:14 p.m. Commissioner Biddle: made the Motion, seconded by Commissioner Douglas. The vote to enter executive session was unanimous. Regularmeeting reconvened: votes were cast within the session. Thei regular meeting reconvened at 7:46 p.m. Chairman Coffey made the statement that the subjects discussed during the closed meetings were within the legal exceptions to the open meetings law and that no Issues discussed were personnel matters, one was IT, hiring of an IT person a name cannot be mentioned until hei is hired.
