Road & Bridge Supervisor Tom Andersen and Blade Forman Justin Lorimer joined the meeting at 8:30 a.m. to Employee Transitions- Andersen addressed upcoming retirements forac couple employees. The exact retirement dates remain uncertain, both Andersen: and Lorimer agree ont the necessity to hire at least 2025 Capital Purchases- Andersen and Lorimer are discussing what capital purchases are going to need to be made for the 2025 budget. The road and bridge department would like to acquire a new blade anda al heavy-dutytrucki that willl be used to pullh heavy equipment to different job sites.A Andersen plans to sella a few older pickups that are showing signs of wear and tear. Andersen will gather bids for Budget- The group reviewed the budget numbers to date. The group discyssed the property tax revenue being higher than anticipated. Ritchey willl look into the property tax line to determine what source the extra revenue is coming from. The group also reviewed propane contracts for the 2024 Commissioner Gates moved to approve the propane contracts from CHS for 1,887 Gallons at 1.799 per gallon and Stratton Equity COOP for 2,000 gallons at $1.85 per gallon for the Road Report - The blading crew is working on washouts throughout the county. There is work being done on County Road CC and 36. The crew has finished worko on County Road PPI North ofCounty Road 36 and ended at County Road 16. Material is being used out oft the Homm Pit due to standing water in the Brand Pit. County Road 54 will be closed for at few days while the blading crew rips and relays material. Services The Board of County Commissioners convened as the Board of Social Services at 9:30 a.m. Human Services Director Kara Hoover, Administrative Assistant Lori Summers, Income Maintenance Supervisor Dalene Rogers and new hire Ixsel Sotelo were present. Detailed minutes of the Board of Social Services are maintained separately by the Department of Human Services. The Board of County Commissioners reconvened at 10:50 a.m. OWN Resources The Commissioners were joined by Niels Phaf, Greg. Jones, and Kelly Sharp of OWN Resources at 1:00 p.m. to discuss County oil & gas operations and recent/upcoming Colorado Oil and Gas Conservation Commission rulemakings. Phaf discussed OWN's commitment to responsible plugging and abandoningactivities as wella as the approach OWN takes to the plugging and abandoning process. Maintenance At11:30a.m., the Commissioners werej joined by the Yuma County Maintenance department, Travis Dinsmore and Shawn Pratt. The group went over the May 2024 Hail Damage estimate that was submitted by the adjuster Engle Martin. Dinsmore discovered there was a lot of missing damages that were not reported and the estimate wasi note enough to even repair all oft the damages sustained during the hail storm. The BOCC directed Ritchey and Dinsmore to contact Engle Martin and have them re-submit an accurate estimate. Office of Emergency. Management At 1:15 p.m. the Commissioners heard a department update from Yuma County Emergency Manager Jake Rockwell. Among topics discussed were fire, weather, public health and safety and reviewed the May 20th Storm damage assessment. Rockwell's intern has completed her time with Yuma County and will have an Internship Presentation on October 2nd in Fort Collins. Rockwell will be attending an OEM Basic Academy at the end of August. Rockwell discussed having Plains Cooperative take over the National Weather Service tower line due to Century Link shutting the line off and not being able to reactivate it in a timely manner. Rockwell is going to find the original MOU to see who has the reponsibllyofmaintainng the phone line for the National Weather Service. Land Use this meeting. Yuma County Treasurer At 1:30 p.m. the Commissioners met with Jodi Brady to discuss departmental updates. The group reviewed information for EFS0224-08 for Jesus Cortes. Onlyi information was given and no decisions were made during At2:00 p.m., Yuma County" Treasurer, Chrystal Hammond joined the Commissioners to give the board a report on investments, tax collection, tax Liens and her public trustee report. Hammond received the investment report from 3+1 and they have been working with First Pioneer to increase the interest rate on the General Checking account. Tax revenue is 97.5% collected SO far. The treasurer's office had 1 foreclosure auction this month and have received 2r new foreclosures. The Treasurer's office will be closed September 10th for training on tax and accounting software. Fairgrounds Manager, Carmen! Murray. Murray discussedaf future rental for the fairgrounds. The group discussed the fees associated with renting the fairgrounds and having an employee running the equipment for the arena. The group discussed that in order for fees to be waived, proof of a Non-Profit Organization needs to be presented. The group also discussed the leaking roof on the fairgrounds office building. The BOCC would like Murray to reach out to the contractor that replaced the tin roofand have it repaired to stop the leaking. Administrator's Report discussion and action: At 3:00 p.m. Administrator Brandi Ritchey reviewed calls, correspondence, and presented the following for Minutes-The Commissioners reviewed the minutes from the previous BOCCmeetings. Commissioner Gates moved to approve the minutes from the. July 30, 2024 regular meeting of the Board of County Commissioners. Commissioner Weaver seconded the motion, which passed unanimously. Commissioner Weaver seconded the Commissioner Gates moved to adopt the updated CORA policy as prepared by County Attorney Ken Fellman. Grant contracts and Updates = Ritchey notified the Commissioners that Yuma County has been awarded $1,145 grant dollars to help with. ADA Compliance and document remediation. Correspondence - Ritchey presented correspondence received since the last meeting including an invoice for the CAMS ag Academy, information on ar meeting with the Republican River Watershed, a field visit with OWN Resources Manager, Niels Phaf and discussion on board member terms for the Fair Board and' YCED Board.
