PLANNING COMMISSION MINUTES AUGUST 20, 2024  A meeting oft the Kit Carson County Planning Commission was held at the Stratton Activity Center, Stratton Colorado. The meeting was called to order by Chairman Jerry Guy at 7:01 p.m. Those present were Kit Carson County Planning Commission members Jerry Guy, Chris Bledsoe, Benjamin Hasart, Norbert Dvorak, and Bill Korbelik; Kelly Alvarez, Kit Carson County Environmental Health Specialist/ Land Use Administrator; Kit Carson County Commissioners Dave Hornung, Cory Wall, and Stan Hitchcock; Jeff Cure, Kit Carson County Attorney; Nancy Gilley, Kit Carson County Planning Commission Secretary; Andrew Holder, Ashley Valdez, Sam Lidington, Dave Ryan representing Xcel; Annie Gregory and Virginia Wiseman representing Enel; Marc Sydnor and Alex Mathews representing Apex; Chris Haas representing Next Era Energy; Community members Darin Dickey, Misty Dickey,  Donn Witzel, Ted Simon, Ted Smelker, and Galen Travis.  Call to Order 1. Land Use  1.A Public Hearing - Cheyenne Ridge II  Conditional Use Permit for Pre-Construction Materials for the Cheyenne Ridge II Wind Energy Project presented by Enel Green Power & Xcel Energy. Annie Gregory with Enel Green Power and Andrew Holder with Xcel Energy answered questions and addressed concerns from the Planning Commission and Board of County Commissioners on the future ofCheyenne Ridge II. A specific area of concern is when Xcel Energy would take over the project from Enel Green Power and who is responsible for the completion of the conditional Chris Bledsoe moved to approve the Pre-Construction materials with the conditions that the Road User Agreement must be accepted, and all fees are to be paid in full prior to construction beginning, seconded by Norbert Dvorak. With no further debate the motion  use permit requirements.  passed with unanimous vote.  Approve the July 16, 2024 minutes.  Chris Bledsoe moved to approve the July 16, 2024 minutes, seconded by Benjamin Hasart. With  no further debate the motion passed by unanimous vote.
