The presentation included Treasurer Puckett providing definitions, how the Town's revenue structure flows, a breakdown of revenue streams as an overall percentage of total revenue, and an overview of other state allocated funding (Highway Users Tax Fund, Marijuana Retail Sales Tax, Cigarette Tax, and Lottery roced/Conservation Trust Fund). PRESENTATION Places to Age Update - Cheryl Brown-Kovacic, PhD provided an update on the Places to Age and their efforts in Chaffee County. Also present representing the Places to. Age Board was Dee Dubin. Ms. Brown-Kovacic relayed that the Places to Age Board's: short-term goal is to bring memory care and assisted living to the area, and their long-term goal is to provide an entire continuum of care which would include independent living and skilled nursing. She reviewed the "why" behind their efforts including community need, public sentiment, previous (failed) attempts, and their unique position asa non-profit which allows them to partner with other non-profits, apply for grants, and do fundraisers. Updates included the group acquiring 501(c) 3 status, being offered a property donation, and conducting research of operating models and the selection ofal preferred model. The presentation also included review oft the conceptual layout, partners, challenges, and funding. Visionary Communications, LLC Right-Of-Way Agreement Should the Board of Trustees approve the adoption of Resolution No. 61, Series 2024, entitled, "A RESOLUTION APPROVING Al RIGHT-OF-WAY AGREEMENT BETWEEN THE TOWN OF BUENA VISTA AND VISIONARY COMMUNICATION5, LLC." Town Administrator Berger provided the following information: Visionary Communications, LLC recently acquired Aristata Communications (formerly Colorado Central Telecom). Brian Shepherd, VP of Grant Engagement for Visionary, attended the May 14th Board of Trustees meeting to provide an introduction to the organization at which time he relayed Visionary's desire to pursue a Right-of-Way Agreement with the Town of Buena Vista. Since that time staff has helped facilitate the redline process between legal representatives on a proposed agreement. The latest version, included in the packet, has been reviewed by the Town. Attorney which has indicated the draft agreement is acceptable. Mr. Shepherd was present at the meeting to answer any questions or concerns the Board may have. Mayor Fay asked Mr. Shepherd how' Visionary would be installing their infrastructure. Mr. Shepherd said that part of the review could include comments from the Town that there are concerns about a certain tree or groupings of trees and that a request from the Town could include boring deeper to avoid roots or can youj jog around the trees or could you go up the street over and around. Trustee Swisher commented that this is supposed to be a temporary solution, but when do we known when the need has been met, and per the definition of structure which would allow for tents how do we know, if it is year-round, that it is not a public safety concern for the Planning Director Benson responded that the first part of her question would be up to the Board, and the application process will help identify how long the camping is proposed at which time it could be reviewed ifat tent is adequate based on the seasonality.
