MINUTES OF WORKSHOP: DECEMBER 6, 2022 Mayor Muska called the workshop to order at 5:31 pm. Pustejovsky, Steve Vanek, and Mayor Tommy Muska. Present council members: Natalie Kelinske, Cody Harris, David Pratka, Joe Agenda item #15-[ Donna Davis is requesting either signage or a speed bump on the curve on Holt/Davis Street. She stated that when cars come around Holt Street going on to Davis Street or if they are turning on to Holt Street at the south end, cars come around that corner at high speeds and she is afraid someone will be hurt and/or possibly go through someone's yard and crash into a house on that Agenda item #16 - Trevor Beuerlein is requesting an alley abandonment for his property at 400 N Davis. This item has been on several agendas, but he has not submitted the proper signatures from his neighbors to sign off. Mayor Muska stated that Trevor's neighbor, Mr. Rogers is not for the alley abandonment and Agenda item #18 - David Pratka has been in contact with Mr. Guerrero regarding his annexation into the West city limits. The city received a letter from Mr. Guerrero requesting to be annexed. David Pratka said that after his property is Agenda item #19 - The hotel/motel budget for 2022 - 2023 includes $128,250.00 in revenue and $100,000.00 in expenses. The depot is in dire need of repair including electrical issues and busted pipes from the last freeze. There were no citizen comments. 15. Donna Davis expressed her concern regarding the curve on Holt/Davis Street. Donna lives on the corner of that curve and said that many speeders go down this road and there is a telephone pole on that curve. She is concerned that someone might overcorrect themselves and end up in someone's yard. She would like to have a speed bump or a slow curve sign to give notice of the curve and slow them down. David Pratka suggested possibly putting a stop sign south bound on Goddard Street. Onai motion by David Pratka, seconded by Joe Pustejovsky; Item tabled until Chief White can research this and come up with the best solution. All in favor, motion carried. 16. Trevor Beuerlein spoke with his neighbor; Chris Rogers and he doesn'thave a problem giving him the 20' portion of the alley next to his property. Bill Hunt reported that he spoke with Mr. Rogers and he is not in favor of signing off on this. Mayor Muska said he also spoke with Mr. Rogers, and he stated he was not in agreement and did not want it. Mayor said if Trevor can have his neighbors sign off stating they are for this, then. it can be brought up again at a council meeting. 17. On a motion by Natalie Kelinske, seconded by David Pratka; Approve annexation of Grady Calvery North Addition. All in favor, motion carried. 18. Mr. Guerrero has requested to annex his property into the city limits. He currently has West water but no sewer on his property. He is responsible to put the sewer in and has 5 years to do so. Joe Pustejovsky and Mayor Muska both agreed that kids should not be on ATVS and that we should only allow public use of golf carts in our city. Matt Miller understands why they are against it, but why even make it an option? Currently West ISD, St. Mary's, West EMS, and the city use ATVS.
