MINUTES OF WORKSHOP: AUGUST: 2, 2022 Mayor Pro-Tem Steve Vanek called the workshop to order at 5:32 pm. Council members in attendance: Natalie Kelinske, David Pratka, Cody Harris, Joe Pustejovsky, and Steve Vanek asked the council to review the changes to the budget packet that was presented. Natalie Kelinske asked about the sidewalk situation by West ISD and the railroad traƧks on Spring Street. CJ Gillaspie said that his contact for the railroad is not there anymore, and he estimates that the project would cost around $7,000 but the other side ofthe railroad tracks could not be done since it's too narrow. It was requested by council toj put $20,000 in the general fund budget for this project. We will Agenda item's? #8 and #9, arel both a formality for the city tol hold their general elections on November 8, 2022, and to contract election services with thel McLennan County Elections Administration Dustin Matus was present to speak on behalf ofhis request to purchase the alley behind his home on 405 N. Roberts. The alley is between Roberts St. and N. Main, but one resident has already voiced that they do not support his request. Although Mr. Matus has promised toj provide access to the back of their lot at any time, there is no guarantee that future owners would provide the same. Also, their warehouse is accessible through 2 large sliding doors, one located in the front oft the building, and one located in thel back oft the building. They use thel back door to load and unload larger items and restricting access would be problematic and limit warehouse functionality. Dustin said that the alley ist too narrow per city requirements and that everyone gets their trash picked up in front oft theirhome, not the alley. He would like toj put concrete from the alley to the back ofhis house. His neighbora at 100 E. Broadway is ok with Dustin's request. Dustin is willing toj purchase the alley at: fair market value or over market value ifr needed. He would add a front and back gate entrance, giving keys to all neighbors and to the city, and he would maintain the alley. City Attorney, Charles Buenger said thati if the city sold that alley, the other three property owners would have a chance toj purchase their portion oft the: alley.
