MINUTES OF PUBLIC HEARING: SEPTEMBER 6, 2022 Mayor Muska called the public hearing to order at 5:30 pm. Present council members: Natalie Kelinske, David Pratka, Joe Pustejovsky, Steve Vanek, and Mayor Tommy Muska. Cody Harris was not present. Public Hearing- 2022-2023 Fiscal Year Proposed Tax Rate of $0.552472 per Resident Rob Lair spoke in regards to the proposed tax rate; he is concerned about the information available to citizens. He stated the information in the West News provided by McLennan County is not enough information for the casual observer. Natalie advised that there is not a tax rate increase this year; however, the revenue increase is due to higher appraisal values. No other comments $100 Valuation. - noted. Public Hearing - Use of EDC Funds to help with the Little League Restroom Trevor Beuerlein just wanted to thank the City of West for their contribution. No Renovations- other comments noted. All in favor, motion carried. departmental reports. Alli in favor, motion carried. 7. Citizen comments Matt Nemec Concerned about the Westfest Parade parking. People are parking their vehicles starting as early as Monday before the parade, taking away from business parking. He is working with other business owners on a solution. Matt asked to be on the October 2022 agenda to discuss possible solutions. John Kocian - spoke about the Farmer's Market being a success and it will continue through the fall. He wanted to thank the City for allowing them to use City Hall lawn and the restrooms for this event. Chloe Kaluza - the newly elected Miss West spoke. She is excited to be a representative of the City, and wants to be involved in the community as much as possible. She has created a Facebook page called Miss West's Minutes to share upcoming events in the community as well as promoting hometown businesses. 8. On a motion by David Pratka, seconded by Steve Vanek; Table the adoption of the 2022-2023 fiscal year budget due to questions that needed clarification on the proposed tax rate. All in favor, motion carried. 9. On a motion by David Pratka, seconded by Steve; Table the approval of the property tax rate for 2022-2023 fiscal year due to questions that needed clarification. All in favor, motion carried. 10. Dustin Matus = requesting to purchase the alley at 405 N. Roberts. Mayor Muska has been in contact with the neighbors and they do not want to lose their alley access. On a motion made by Steve Vanek, seconded by Natalie Kelinske, to deny the request to purchase the alley at 405 N. Roberts. All in 11.
