MINUTES OF WORKSHOP: NOVEMBER 1, 2022 Mayor Muska called the workshop to order at 5:36 pm. Pustejovsky, Steve Vanek, and Mayor Tommy Muska. Present council members: Natalie Kelinske, Cody Harris, David Pratka, Joe Garrett Uptmore with West EMS was present and said that after all expenses were paid, they made around $54,000 at the EMS benefit. He presented the council with a call log for October 2022. They had 56 total calls, 29 in the city limits, 11 transported, 1 DOA, 3 were air flighted, the rest were refusals. Natalie asked for a summary/report with a transport ratio and arrival on scene within 10 minutes with a full report as well. Garrett is working with AMR to get this information out to the council. Steve Vanek would like to revamp the Welcome to West sign on the corner of the old elementary school lot. He would like to add a comma and get new cast aluminum lettering for the sign as well as new lighting. He received a quote from Fast signs for $9,035.83. Mayor Muska would like to see some low maintenance landscaping for this area, and he suggested using hotel/motel funds for this project. CJ Gillaspie asked what will happen to this sign once the school property sells? Mayor thinks it would go to the city, something to do regarding an agreement with the school, the city, and the federal government. He said that Natalie Kelinske heard a lot of chatter regarding our dog ordinance on social media. She stated in January of 2021 we reviewed that ordinance with Officer Keathley, and it was decided that stray dogs would be picked up, pictures posted on Facebook, and then if no one claimed, the animal would be taken to the Waco Shelter. The city does have means to scan the animal first before taking it to the shelter. All in favor, motion carried. 6. Ona a motion by David Pratka, seconded by Natalie Kelinske; Approve monthly departmental reports. All in favor, motion carried. 7. There were no citizen comments. 8. Steve Vanek gave an update on the police department construction. Right now, the roof samples and entry building metal have all been approved. The framing and electrical components are all complete with foaming starting tomorrow. They have a completion date of December 11 which is the 180 days that was stated in the contract, but Steve said that date doesn't look too promising. Steve Vanek would like to stay on this project since he's leaving the council in December. Ona a motion by David Pratka, seconded by Natalie Kelinske; Appoint Steve Vanek as building consultant until the police department construction is completed with no pay. All in favor, motion carried. 9. David Pratka asked if the corner of the old elementary where the Welcome to West sign is, is that currently city property? Mayor Muska said yes. Steve Vanek realized that the quote from Fast Signs included taxes of $688.65 which the city is sales tax exempt. Mayor Muska said the money for this sign could be taken out of the hotel/motel fund budget. Mayor Muska will get bids for low maintenance, native landscaping. On a motion by Natalie Kelinske, seconded by Steve Vanek; Approve the bid from Fast Signs for the Welcome to West sign. All 10. Mayor Muska said that it was decided to save on money and manpower to not take dogs at large unless they were deemed vicious. He said we have no holding cage, and we must transport the dog immediately to the Waco shelter since we do not have proper holding facilities. Natalie said if the city picks up a dog and it is chipped and has a collar, we should bring it back to the owner. CJ Gillaspie stated that the city can check to see if the animal in question is chipped before taking it to Waco. The question she asked is how many calls are we getting on dogs per month? Bill Hunt said maybe 2 calls per month. Natalie would like to leave the ordinance as is and enforce the leash 11. Executive Session: Under the provisions of Government Code 551, the 1).
