MINUTES OF WORKSHOP: NOVEMBER 13,2023 Mayor Muska called workshop to order at 5:35pm Natalie Kelinske was not in attendance. David Pratka, Cody Harris, Joe Pustejovsky, Matt Miller, and Mayor Tommy Muska were present Mayor introduced Nelisa Heddin with NH consulting, who conducted the city's water/wastewater rate study. The city secured a $21 million dollar Certificate of obligation (Cofo) to fund the expansion oft the wastewater treatment plant. To reach future revenue, requirements to pay for the Cofo the city needs to implement future water/wastewater: rate increases. Nelisa presented to the council her findings regarding the water/wastewater rate study that she conducted. The good news is our water rates are sufficient to meet revenue, but wastewater Option 1: Includes Subsidy from general fund which is $425,117 per year and includes Winter Averaging Used for Residential Customers. Commercial customers would be billed 100% of Option 2: Includes subsidy from General Funds and Residential customers charged a flat monthly fee and includes base charge and volumetric charge for all commercial customers. Option 3: Does not include any subsidy from GF and winter average used for residential Option 4: No subsidy from general fund and residential customers charged a flat monthly fee Option 5: 5-year transition away from GF subsidy, winter averaging use for residential Option 6: 7-year transition from GF subsidy, winter averaging use for residential customers. Again, she said water is good no need for change but recommending: a change to wastewater rates, industry best management practices is to have water/wastewater utility being Nelisa stated at the October council meeting the council seemed to have a general consensus ofwanting to get away from at flat/base fee and to use a volumetric fee based on consumption.
