MINUTES OF WORKSHOP: MARCH 5, 2024 Mayor Pratka called the workshop to order at 5:31 pm. Natalie Kelinske, Cody Harris, Joe Pustejovsky, Matt Miller and Chris Nors were present. Agenda item #9, regarding the street dance on Saturday, June 8, 2024, Matt Nemec is requesting waivers to two existing ordinances. 1. Sec. 8.01.003 - temporarily waived to allow of age individuals to drink alcoholic beverages in the designated closed-off street areas. 2. Sec. 8.03.003 A&B - is to extend the current time to allow the use of loudspeakers, amplifiers, or paging systems for music on streets from 11 pm to midnight on a Saturday. Agenda item #10, Natalie requested changes regarding the updated organizational chart and job descriptions of administrative staff. Natalie mentioned that she would like us to indicate whether employees are exempt or nonexempt. Additionally, she suggested that it would be helpful to include specific licenses and credentials after employees' names. Agenda item #11, Kelly and Aris Galanis requested city water on their property outside the city limits on IH -35 West, Texas (Property ID 201761). Agenda item #12, regarding a request for a water meter for property located at 662 Grady Calvery Dr. West, TX owned by Tommy and Trish Webre. Workshop ended at 5:48 pm. Citizens comments- Crystal Anthony says that she appreciates the town hall meetings about water, sewer, and trash, but suggests that the information provided should be simplified. She also raised concerns about the $25 late charges on the water bill, stating that the charge was already paid and should not be on the bill. When she called the city to discuss the late charge on her bill, she was told that we had tried to get it removed and that it had to remain on the bill. She suggested that if we're paying for a service as a city to an entity and they cantaccommodate us, the city should look She also mentioned that trash taxes are not displayed correctly on the bill and that the tax of $3.11 was not included in the listed charge of $12.32, which made the actual charge $15.43. Mike Sulak had concerns about the city's security and mentioned City of West lost a skilled public service due to an ill-advised method of discovery of a personal relationship between employees. No intent of physical contact, but an unaffected third party pressed for enforced involvement by law enforcement. The incident makes it difficult for the council to replace the important position with someone who has the same knowledge, experience, and dedication to the safety and security of 5. The second ordinance temporarily permits individuals of legal drinking age to consume alcoholic beverages in designated closed-off street areas between Pine and Main, and Oak Street and Main.
