MINUTES OF WORKSHOP: NOVEMBER 7, 2023 Mayor Muska called the workshop to order at 5:32 pm. Natalie Kelinske, David Pratka, Cody Harris, Joe Pustejovsky, and Matt Miller were present. Agenda item #10, easement for Liberty Rest Cemetery. This cemetery is located on city property (old city dump ground) on John Nors Rd and when they need access to the cemetery, they must get a key from the city to do SO. Mayor Muska would like to give them an easement along the fence line Agenda item #11, installation of streetlights for the Long subdivision. CJ Gillaspie spoke with Oncor, and they have agreed to install 4 streetlights at no charge. There will be two regular streetlights at the intersection of Grady Calvery and 2 decorative fixtures on the inside corners of the Agenda item #12, Adam Miles drafted a facility lease agreement for the West League Booster Club. This agreement would allow the league to lease the fields from the city providing that they maintain the details of the Agenda item #13, Bill Hunt would like to amend the moving building deposit Agenda item #14, the city received two construction bids for the McGruder Home Program construction. RM Quality Construction, LLC came in with the lowest bid of $150,000 and Cypress Point Construction came in at Agenda item #15, Joe Pustejovsky said he met with two contractors (Julian Meza and James Miller) regarding the renovation to City Hall (former police department side). The bids have not officially come in but he's estimating the cost to be around $20,000. Mayor Muska also asked if we could put in a window in Shannon's office sO that she can see when customers enter the building. Matt Miller recommended using our camera system, mounting a monitor on the wall SO that you can always see the cameras and the Agenda item #17, CJ Gillaspie would like to hire a new employee to run the wastewater treatment plant. The new plant is under construction, and he would like this employee to be involved in the construction of the plant while also training to earn their water license before the completion. There were two citizens comments: Anissa Adamson spoke regarding issues she has with loose/stray dogs. She witnessed two dogs digging under her fence and attacking her dog. She called the police department and they said they couldn't pick them up. She said she was told that there is no place that the police can take them. She stated that she sees dogs out roaming the streets every day. We have an ordinance in place, but it's getting out of hand. Mayor Muska requested we put this on next month's agenda. Nick Nors wanted to commend the police department on the one-way traffic during Halloween. He said the traffic flowed well and children could walk 8. Sabrina Norton was present and spoke about the Frontier Waste price increase that will be in effect starting January 1, 2024. The price adjustment is per the contract and is a CPI (consumer price index) adjustment. Residential trash will go up $0.55 and commercial hand load will be $0.65 more. The city's contract with Frontier Waste ends on December 31, 2025. The Liberty Rest Cemetery is located on John Nors Road next to the city's property. They do not have their own driveway and the only way they have access to the cemetery is for them to use the city gate which they must obtain a key every time they go. Mayor Muska would like to give them an easement allowing them to have access to their property. He requested our city attorney to draft up a contract. No action was 11. CJ Gillaspie checked with Oncor, and they have agreed to put up 4 streetlights at no charge for the Long subdivision off of Grady Calvery. They will construct two street lights on Grady Calvery and two decorative lights in the subdivision. This project is currently in the scheduling department at Oncor and will be completed when they have 12. RM Quality Construction, LLC was the lowest bid at $150,000 and Cyprus Point Construction came in at $175,912.79. Joe Pustejovsky is overseeing the city hall renovation project that will convert the old police side to a mayor and administration staff offices. Joe had two contractors come in to bid the project and he is waiting for the bids; he is estimating the project to be around $20,000. The scope of the work will be repainting walls, new flooring, and restroom remodelexpansion. The plan is to go with the lowest bid offer once they have been received and then we can move forward with the project. No 16. Executive Session: Under the provisions of Government Code 551, the 1). All in 18. Chief White has two patrol units that are no longer in service, one due to damage from debris on the highway that was unavoidable and another due to metal shavings in the engine oil. He is requesting two used trucks that Sykora Family Ford has: a 2022 Ford F-150 with 6,000 miles for $41,943 and a 2022 Ford F-150 with 47,000 miles for $33,000. He said to fully equip the trucks it would cost around $13,000 - $14,000 for each. Matt Miller asked if these vehicles are necessary to support public safety and the citizens of West and if these will replace the two damaged vehicles? Chief White answered yes to both questions. Mayor Muska informed the council that there will be a Town Hall meeting on November 13, 2023, at the Community Center regarding the waterwastewater study report findings.
