PLANNING AND ZONING COMMISSION MINUTES  PRELIMINARY MATTERS  Chairman John Klostermann presided over the meeting which was called to order at 6:31 p.m. Commissioners Michael Hesse, John Cooper, Jim Foy and Leaca Caspari were present. There is currently 1 vacancy on the board. City Council Liaison, Coleman Strickland was present. City Staff in attendance were City Manager, Ben White; City Attorney, Amy Stanphill; Bryan Wood, City Board Liaison; and City Secretary, Tabatha Monk. Prayer and flag pledges were convened during the CIAC meeting directly preceding this meeting (presided by the same board members).  II. PUBLIC COMMENT ON AGENDA ITEMS (FOR NON-PUBLIC HEARING  AGENDA ITEMS)  No one came forward to speak.  III. PUBLIC HEARINGS  o NIA  IV. ITEMS FOR DISCUSSION AND POSSIBLE ACTION  A. "Consider, discuss and act upon the P&Z minutes from the July 15,  2024, P&Z Regular meeting. 1  Commissioner FOY made a motion to approve. Commissioner HESSE seconded the motion. The motion passed unanimously (5-0).  B. "Consider, discuss and act upon a Concept Plan for Murphy's Crossing Phase IlI- Lot7 (1811 Harvard Blvd) located Harvard Boulevard near Bob Tedford Drive, Farmersville, Texas. "  Planning & Zoning Minutes from August 26, 2024    Chairman Klostermann opened this item for discussion. Emir Hamzeh presented on behalf of the project team. Jacob Dupuis (Dunaway) presented on behalf of the City engineering firm. Commissioner FOY motioned to recommend for approval. Commissioner HESSE seconded the motion. The motion passed unanimously (5-0)  C. "Consider, discuss, and act upon a Final Plat for Farmersville Market Centerl II- (McDonald's) located Audie Murphy Parkway (US Highway  380) near County Road 607, Farmersville, Texas." Chairman Klostermann opened this item for discussion. Danielle Carter presented on behalf of the project team. Jacob Dupuis (Dunaway) presented on behalf of the City engineering firm. Commissioner HESSE motioned to recommend for approval. Commissioner CASPARI seconded the motion. The motion passed unanimously (5-0).  D. "Consider, discuss, and act upon a Final Plat for Drake's Den Addition (Domino's) = located Audie Murphy Parkway (US Highway  380) near Locust Street, Farmersville, Texas." Chairman Klostermann opened this item for discussion. Keith Francis presented on behalf of the project team.  Jacob Dupuis (Dunaway) presented on behalf of the City engineering firm. Mr. White, in consultation with the City Attorney, requested the final plat be issued, conditioned upon the Certificate of Occupancy (CO) being withheld by the City until specified roadway improvements near the site Commissioner CASPARI motioned to recommend for approval, with Mr.  are completed.  White's stipulation attached. Commissioner FOY seconded the motion. The motion passed unanimously (5-0).  E. "Consider, discuss, and act upon a Final Plat for Lakehaven Development (Phase 4) - located Chambers Drive near County Road  551, Farmersville, Texas. "  Chairman Klostermann opened this item for discussion. Joseph Cerqueira presented on behalf of the project team. Jacob Dupuis (Dunaway) presented on behalf of the City engineering firm.
