City of Pasadena - Council Meeting 1 Minutes: 09-17-24 6:00 p.m. project. Gave a special thanks to Frontier Waste for responding to an issue of trash that had been left behind during their normal route. Remarked that the police department and fire department did great work with assisting Deer Park on a recent pipeline fire. Thanked them for their service; commenting it was very much appreciated. Noted that September 15th- October 15th is Hispanic Heritage Month. Explained this is a time to recognize the contributions, influence, history, culture and achievements of Hispanic Americans. Recognized Roy Ybarra; stating he was Pasadena's first Hispanic Councilmember. Commented that former Councilmember Roy Ybarra was well respected by the community and served the citizens of Pasadena from 1973 - 1979. Thanked Jim Dilley Councilmember Schoenbein Welcomed everyone. Thanked the Pasadena Police Department, Pasadena Fire Department and everyone that responded in collaboration with the local entities to control the incident with the recent pipeline fire. Sending his thoughts and prayers to the families in Deer Park and La Porte that were affected by the fire; commenting they will need help recovering. Remarked that he and Councimember Ybarra were honored to be a part of this project. Noted that the funds used for this project were personal funds and not city funds. Discussed a recent conversation he had with the Police Chief regarding accountability fori the malfeasances that have taken place. Went on to detail an encounter he had with a Pasadena police officer while at the police station. Stated that nothing has been done regarding his complaints concerning these issues. Remarked that he is calling for oversight to be done at the Pasadena Police Department. Stephen Alvarez Thanked God for the blessed day. Asked anyone that can to please donate to Alzheimer's and dementia research. Stated he was at the meeting to describe the issues he and his family have had to deal with all because he tried to help a senior citizen with dementia. Thanked the Councilmembers that opposed the recent tax increase. Explained reasons he feels the tax increase was not needed. Maria Castillo - Stated the community of Pasadena has been informed about the increase in taxes and the citizens are questioning the fairness of allocation of the resources. Commented that she wants to express her disappointment in the way the tax money is being used. Asked that council take their concerns seriously and act as their voice not their enemy. FIRST READINGS EMERGENCY READINGS ISSUANCE OF OBLIGATIONS RESOLUTIONS City of Pasadena - Council Meeting 9 Minutes: 09-17-24 6:00 p.m. RESOLUTION 2024-183 - A Resolution authorizing the Mayor of the City of Pasadena, on behalf of the Pasadena Police Department, to accept donations from Bass Meineke No. 1 LLC ($100.00) and Remodel Depot, LLC ($100.00) totaling $200.00 for the Police Councimember Van Houte moved, seconded by Councimember Dow that Resolution 2024-183 be passed, approved and adopted. MOTION CARRIED, UNANIMOUS. RESOLUTION 2024-184 - Accepting an in-kind donation of prizes for BINGO event valued at $100.00 from Humana/Centerwel. for use by the Parks and Recreation Councilmember Van Houte moved, seconded by Councimember Dow that Resolution 2024-184 be passed, approved and adopted. MOTION CARRIED, UNANIMOUS. RESOLUTION 2024-185 - Updating the Established Utility Allowance Schedule for the Housing Choice Voucher Program in accordance with HUD 24 CFR 982.517 effective Councilmember Van Houte moved, seconded by Councimember Dow that Resolution 2024-185 be passed, approved and adopted. MOTION CARRIED, UNANIMOUS. RESOLUTION 2024-186 - Accepting a donation of $40,000.00 from Chevron Products Company for use by Neighborhood Network in connection with Team Up to Clean Up 2024 ($10,000.00), Pasadena Food Drive ($10,000.00) and the Parks Department for Councimember Van Houte moved, seconded by Councilmember Dow that Resolution 2024-186 be passed, approved and adopted.
