WELCOME VISITORS AND VISITOR COMMENTS (Orange Sign In Card) This time is reserved for input to the Thrall City Council on items not listed on the agenda. Any items presented to the Thrall City Council are considered informational only and may result in placement on a future agenda for discussion and consideration. During this time the Thrall City Council may hear your concerns but may not respond to any comments and will defer to City Staff. Those wishing to speak during this time must complete an Orange Sign In Card and present to the City Secretary prior to the beginning of the meeting. CONSENT AGENDA ITEMS The Consent Agenda items listed below are considered to be routine by the Thrall City Council and will be enacted by one motion. There will be no separate discussion of these items unless requested by the Mayor and/or Commissioner, in which event, the item(s) will bei removed from the Consent Agenda and considered as a Regular Agenda item(s). 3.1. Consideration and possible action regarding the approval of the minutes for the Regular City Council Meeting on January 15,2020. 3.2.Consideration and possible action regarding the December 2019 financials. REGULAR, AGENDA ITEMS (Green Sign In Card) This time is reserved for the public to speak to the Thrall City Council after the regular agenda item has been announced for consideration. Those wishing to speak must complete a Green Sign In Card and present the card to the City Secretary prior to the beginning of 4.1. Consideration and possible action regarding a variance request to Ordinance No. 2009- 1501 Section 31 Building Setbacks from Leticia Perez: for property located at 220 Castro. Mayor Marx said the setbacks will be located 10 feet to the West of the property, 10 feet to the South of the property, 26 feet to the East of the property and 14 feet to the North of the property, it meets the minimum square feet requirement of 1064, and it will need to meet our code and the mobile home ordinance. Commissioner Dubec made a motion to accept agenda item 4.1 as stated by Mayor Marx and presented by Leticia Perez was present for any questions and/or concerns the Council may have 4.2. Consideration and possible action regarding a request from Leticia Perez at 207 Prospect Street for permission to cut the curb (Concrete) for the entrance of two gates, one located on Prospect Street and the other located on Douglas Street. Commissioner Dubec made a motion to accept item 4.2 inconsideration that Ms. Perez gets somebody professionally to cut the curb with a 2" lip and gravel bej placed toj prevent from busting the water pipe with a second by Mayor Marx. Motion carried Leticia Perez was present for any questions and/or concerns the Council may have 4.3. Consideration and possible action regarding Resolution No. 2-2020-1 to enter into an Interlocal Cooperation Contract with Texas Department of Public Safety for Failure to Commissioner Dubec made a motion to accept 4.3, Resolution No. 2-2020-1 with a 4.4. Consideration and possible action regarding Resolution No. 2-2020-2 adopting a voting system for the City of Thrall Elections and providing an effective date. the meeting.
