Karch-Present 1. CALL' TOORDER and DECLARE A OUORUM at7:12 p.m. 1.1. Roll Call 1.2.Pledge of Allegiance 2. WELCOME VISITORS AND VISITOR COMMENTS (Orange Sign In Card) This time is reserved for input to the Thrall City Council on items not listed on the agenda. Any items presented to the Thrall City Council are considered informational only and may result in placement on a future agenda for discussion and consideration. During this time the Thrall City Council may hear your concerns but may not respond to any comments and will defer to City Staff. Those wishing to speak during this time must complete an Orange Sign In Card and present to the City Secretary prior to the beginning of the meeting. All visitors will observe at three-minute time limit. 2.1. Remarks of Visitors-No public comment. 3. PRESENTATIONS 3.1. Mayor Marx will present an update on the Williamson County Bond Project for North and South Barker. Mayor Marx gave an update on the bond project. Mayor met with the City Engineer, Williamson County, and other entities to discuss the details and timeline of this project. Mayor Marx said the North and South Barker Street project is going to happen and we'll have about $850,000 to a million dollars to spend. The first thing is going to be the channel, they will come in and clean it out, concrete it, as well as survey the channel and everything will be legal going back to the 10 feet easement. Along the concrete wall there will be a 4-foot chain link fence put in. This is the first part of the project. The second part of the project will be working with Stiles Farm to access property to allow the connectivity of North and South Barker instead of doing May 15, 2024 Regular City Council Meeting Minutes Pagelof3 the crossover that is currently there. The third part of the project will be the streets, coming in and repaving them, widening them as much as possible, unfortunately we don't have a lot of room because the properties are close to the right of way. They will also be putting culverts in the driveways. The fourth part of the project will be restoring the terraces to assist with the water flow through the channel, towards the water plant, and assist with keeping the water within the channel and slowing the water down. The preliminary plans should be available in June or July of this year. This project would start between February and May of next year by the time they do the drawings, surveying, and go out for bids. This project could possibly change the FEMA Floodplain by improving it. Mayor Marx said that once the preliminary drawings are available that he'll bring them to the council to see. 4. CONSENT AGENDA ITEMS The Consent Agenda items listed below are considered to be routine by the Thrall City Council and will be enacted by one motion. There will be no separate discussion of these items unless requested by the Mayor and/or Commissioner, in which event, the item(s) will be removed from the Consent Agenda and considered as a Regular Agenda item(s). 4.1. Consideration and possible action regarding the approval of the minutes for the Special 4.2. Consideration and possible action regarding the March and April 2024 financials. City Secretary, Melissa L. Perry informed the mayor that the April 2024 financials were not completed and if they could be omitted from the consent agenda items when making the motion. Mayor Marx read the consent agenda items omitting the Commissioner Martin made a motion to approve the consent agenda items as read by the mayor with a second by Commissioner Karch. Motion carried 3-0. Called City Council Meeting on. March 28, 2024. April financials. 5. REGULAR AGENDAITEMS (Green Sign In Card) This time is reserved for the public to speak to the Thrall City Council after the regular agenda item has been announced for consideration. Those wishing to speak must complete a Green Sign In Card and present the card to the City Secretary prior to the beginning of 5.1. Consideration and possible action regarding the Thrall High School Band March-o- the meeting. All visitors will observe a three-minute time limit. thon. Commissioner Martin made a motion to accept the Thrall High School Band March- 0-thon for a day in August with second by Commissioner Karch. Motion carried 3-0. 5.2. Consideration and possible action on hiring a Code Enforcement Officer for the City of Thrall. After further discussion, Mayor Marx tabled until the next meeting. Mayor Marx spoke with Pastor Harris and on June 1st their going to do another community event at the church and are not interested in doing the Juneteeth celebration in thej park.
