Any items presented to the Thrall City Council are considered informational only and may result in placement on a future agenda for discussion and consideration. During this time the Thrall City Council may hear your concerns but may not respond to any comments and will defer to City Staff. Those wishing to speak during this time must complete an Orange Sign In Card and present to the City Secretary prior to the beginning of the meeting. CONSENT AGENDA ITEMS The Consent Agenda items listed below are considered to be routine by the Thrall City Council and will be enacted by one motion. Consideration and possible action regarding the approval of the minutes for the Special Called City Council Meeting on September 4, 2019. Walla. Mayor Marx approved item as presented. Commissioner Dubec accepted the consent items as presented as did Commissioner 4. REGULAR AGENDA ITEMS (Green Sign In Card) This time is reserved for the public to speak to the Thrall City Council after the regular agenda item has been announced for consideration. Mayor Marx Commissioner Dubec Commissioner Walla Aye Aye Aye Mayor Marx: moved agenda item 4.5 before 4.2 due to public comment. 4.2.Consideration and possible action regarding Ordinance No. 9-2019-2 levying ad valorem taxes for the use and support of the municipal government for the City of Thrall for the Tax Year 2019; providing for apportioning each levy for specific purpose; and, providing when taxes shall become due and when same shall become delinquentif not paid; and providing for a publication clause, severability clause, and repealing Mayor Marx read the caption of the ordinance, as required by law. Commissioner Walla made a motion "I move that the property tax rate be increased by the adoption of a tax of $0.59774, which is effectively a 0.844 percent increase in the tax rate" with a clause. second by Commissioner Dubec. Motion carried 3-0. Mayor Marx Commissioner Dubec Commissioner Walla Aye Aye Aye 4.3.Consideration and possible action regarding the City of Thrall official appointment of CAPCOG's members designate General Assembly representative. Commissioner Dubec reappointed Mayor Marx with a second by Commissioner 4.4.Consideration and possible action to appoint the official newspaper for the City of Walla. Motion carried 3-0. Thrall. Mayor Marx read the caption of Resolution No. 9-2019-3 Appointing the official newspaper of the City of Thrall. Commissioner Walla made a motion to continue using for publication of our official newspaper, Taylor Press and approving Resolution No. 9-2019-3 with a second by Commissioner Dubec. Motion carried3 3-0. September 11, 20191 Regular City Council Meeting Minutes Page 2of3 4.5.Consideration and possible action regarding an extension on a temporary variance request for Precision Arc & Lasor located at 108 East Hwy 79. David Michael with Precision Arc was present and available for questions. Council requested proof of progress and informed Mr. Michael to present to the Council at their October 16 meeting, Mr. Michael confirmed and would have the information to Commissioner Walla made a motion to extend the temporary variance until October 16 and for Precision Arc & Lasor to present their plans and progress at the October 16 meeting with a second by Commissioner Dubec. Motion carried 3-0. present. 5.
