Any items presented to the Thrall City Council are considered informational only and may result in placement on a future agenda for discussion and consideration. During this time the' Thrall City Council may hear your concerns but may not respond to any comments and will defer to City Staff. Those wishing to speak during this time must complete an Orange Sign In Card and present to the City Secretary prior to the beginning of the meeting. CONSENT AGENDA ITEMS The Consent Agenda items listed below are considered to be routine by the Thrall City Council and will be enacted by one motion. There will be no separate discussion of these items unless requested by the Mayor and/or Commissioner, in which event, the item(s) will be removed from the Consent Agenda and considered as a Regular. Agenda item(s). 3.1. Consideration and possible action regarding the approval of the minutes for the Regular City Council Meeting on December 16, 2020. 3.2. Consideration and possible action regarding November 2020: financials. Commissioner Walla made a motion to approve the consent times as read by the Mayor with a second by Mayor Marx. Consideration and possible action regarding a variance request to Ordinance No. 20150520 Manufactured Housing/Home, Mobile Homes, and Travel Trailers, under Article 4 Travel Trailers, Section 4.01 for Robert Walla at 505 Neill Street to allow the the meeting. Consideration and possible action regarding Resolution No. 2021-1-1 Ordering a Municipal General Election for May 1, 2021. Mayor Marx made a motion to accept Resolution No. 2021-1-1 ordering a Municipal General Election for May 1, 2021 and that we allow Exhibit A & B as they are presented by Williamson County and that Williamson County will be hosting our 4.3. Consideration and possible action regarding an Ordinance No. 2021-1-2 of the City of Thrall, Texas, establishing a fee schedule for thej payment of all fees, costs and expenses for the development of property in the City; fees, costs and expenses shall be paid to the City according to the schedule adopted under this ordinance for all development fees which shall include subdivision development fees, permit fees, building fees, inspection fees and the fees set forth in this ordinance; providing for reimbursement to the City for any third party service cost which the City is required to obtain when the City determines the third party service is reasonable or necessary to provide any service set forth in this ordinance or regarding development within the City; providing a severability clause; providing a repealing clause; providing a penalty of fine not to exceed the sum of five hundred dollars ($500.00) for each offense, except where a different penalty has been established by state law for such offense, or for any violation of any provision which governs public health or sanitation which shall be punished by penalty of fine not to exceed the sum oft two thousand dollars ($2,000.00); and providing Commissioner Dubec made a motion to accept Item 4.3 as presented by the Mayor election with a second by Commissioner Walla.
