Anja Martin-Present Commissioner Clay L. Karch-Present 1. CALLTOORDER and DECLARE. A QUORUM: at7:01p.m. 1.1. Roll Call 1.2.Pledge of Allegiance 2. WELCOME VISITORS. AND VISITOR COMMENTS (Orange Sign In Card) This time is reserved for input to the Thrall City Council on items not listed on the agenda. Any items presented to the Thrall City Council are considered informational only and may result in placement on a future agenda for discussion and consideration. During this time the Thrall City Council may hear your concerns but may not respond to any comments and will defer to City Staff. Those wishing to speak during this time must complete an Orange Sign In Card and present to the City Secretary prior to the beginning of the meeting. All visitors will observe ai three-minute time limit. 2.1. Remarks of Visitors-No public comment. 3. CONSENT, AGENDA ITEMS The Consent Agenda items listed below are considered to be routine by the Thrall City Council and will be enacted by one motion. There will be no separate discussion of these items unless requested by the Mayor and/or Commissioner, in which event, the item(s) will be removed from the Consent Agenda and considered as a Regular Agenda item(s). 3.1. Consideration and possible action regarding the approval of the minutes for the Special Called City Council Meeting on February 20, 2024. 3.2. Consideration and possible action regarding the February 2024 financials. 3.3. Consideration and possible action regarding Resolution No. 2024-3-1 adopting an Investment Policy with strategy guidelines and appointment of Investment Officers. Motion carried 3-0. 4. REGULAR, AGENDA ITEMS (Green Sign In Card) This time is reserved for the public to speak to the Thrall City Council after the regular agenda item has been announced for consideration. Those wishing to speak must complete a Green Sign In Card and present the card to the City Secretary prior to the beginning of 4.1. Consideration and possible action regarding the Annual Financial Audit Report for the the meeting. All visitors will observe at three-minute time limit. year ending September 30, 2023, presented by Don Allman. Don Allman, CPA thanked the Mayor and Councilmembers for chosen his firm to do the audit for the City of Thrall and thanked City Secretary, Melissa Perry, for all her help for getting everything ready for the audit. Mr. Allman read and presented the audit report to the Council. After presentation, Commissioner Martin made ai motion to accept the audit as presented by Don Allman with a second by Commissioner 4.2. Consideration and possible action on hiring a Code Enforcement Officer for the City of Karch. Motion carried 3-0. Thrall. Commissioner Martin gave an update and status on the Code Enforcement Officer. Commissioner Martin said she's talked to two Code Enforcement Officers and the lady that was interested at first had moved on and not interested anymore. She recommended the city start out at a day a week and most towns starting out at about $20 per hour. She recommended it going on the website as soon as possible. She said it was brought to her attention that we should amend some of the city ordinances. She recommended the Council to move forward immediately. Mayor Marx made a motion to prepare to advertise for Code Enforcement Officer, circumvent fillers out too other cities, and see if there are other part time Code Enforcement Officers out there that we can work with, this will give us time to prepare for the next meeting 4.3. Consideration and possible action regarding the juneteenth Celebration in the City with a second by Commissioner Martin. Motion carried 3-0. Square Park. Mayor Marx table until the next meeting. 4.4. Consideration and possible action regarding the wastewater reaveraging for the City of Thrall Utility accounts. City Secretary, Melissa Perry presented the wastewater reaveraging report to the City Council and after further discussion, Commissioner Karch made a motion to accept the sewer averaging as presented with a second by Commissioner Martin. Motion 4.5. Consideration and possible action regarding the 2024 City Wide Yard Sale and City- carried 3-0. Wide Clean Up. March 28, 2024 Special Called City Council Meeting Minutes Page2of3 Mayor Marx made a motion as far as the City-Wide Clean Up for the dumpsters it will be open ended until the second dumpster is full and for the City-Wide Yard Sale it's on an as need basis, it's whoever wants to do it. The city doesn't sponsor it, just advertises it with a second by Commissioner Martin. Motion carried 3-0. 5. EXECUTIVE SESSION-No Executive Session due to legal counsel not present. Thrall City Council will adjourn from its regular session and convene into Closed/Executive Session, to discuss the following Item(s), pursuant to' Texas Government Code Chapter: 5.1.
