CALLTOORDER and DECLARE. A QUORUM at 7:04 p.m.  1.1. Roll Call 1.2.Pledge of Allegiance  2. WELCOME VISITORS AND VISITOR COMMENTS  (Orange Sign In Card)  This time is reserved for input to the Thrall City Council on items not listed on the agenda. Any items presented to the Thrall City Council are considered informational only and may result in placement on a future agenda for discussion and consideration. During this time the Thrall City Council may hear your concerns but may not respond to any comments and will defer to City Staff. Those wishing to speak during this time must complete an Orange Sign In Card and present to the City Secretary prior to the beginning of the meeting. All  visitors will observe a three-minute time limit. 2.1. Remarks of Visitors. No public comment.  3. CONSENT AGENDA ITEMS  The Consent Agenda items listed below are considered to be routine by the Thrall City Council and will be enacted by one motion. There will be no separate discussion of these items unless requested by the Mayor and/or Commissioner, in which event, the item(s) will bei removed from the Consent. Agenda and considered as a Regular Agenda item(s). 3.1. Consideration and possible action regarding the approval of the minutes for the City  Council Meeting on November 17, 2021.  Commissioner Walla made a motion to accept the consent items as read by the mayor  with a second by Commissioner Dubec. Motion carried 3-0. REGULAR AGENDA: ITEMS  (Green Sign In Card)  This time is reserved for the public to speak to the Thrall City Council after the regular agenda item has been announced for consideration. Those wishing to speak must complete a Green Sign In Card and present the card to the City Secretary prior to the beginning of 4.1. Consideration and possible action regarding the resignation of Commissioner Dubec. Commissioner Walla made a motion to accept the resignation from Commissioner Mayor Marx presented Commissioner Dubec with a plaque for his 16 years of 4.2. Consideration and possible action regarding appointment of a commissioner for an  the meeting. All visitors will observe a three-minute time limit.  Scooter Dubec with a second by Mayor Marx. Motion carried 2-0.  Service from 2005-2021 on the City Council.  unexpired term.  Commissioner Walla is asking for replacement, recommending Anja Martin who has lived in' Thrall for 12 years, owns her own business here and would be a great asset to our Community and the Council; Commissioner Walla would like to refer Anja Martin for the position of the unexpired term. Mayor Marx asked Ms. Martin if she would accept the appointment and Ms. Martin confirmed "Yes, she would". After further discussion, Commissioner Walla made a motion to appoint Anja Martin to the Thrall City Council with a second by Mayor Marx. Motion carried 2-0. 4.2.1. Statement of Officer-performed and signed by Commissioner-Commissioner Martin executed the Statement of Officer form and filed it with the City 4.2.2. Oath of Ofice-Administered by City Secretary, Melissa L. Perry-City Secretary and Commissioner Martin executed the Oath of Office form and filed it with the  Secretary.  City Secretary.  4.3. Consideration and possible action regarding the City of Thrall Spring Clean-up.  Council and staff discussed the Spring Clean-up. The garage sales are normally the first weekend in May in conjunction with the elections and the clean-up is the following week. The week of May 9-13 we'll have the dumpster for the citizens to utilize by appointment with proof of residence and one regular truck load full per resident. The city will advertise in the paper for garage sale as well as thel Post Office, City Hall, and City's website. Direction for staff only, no action taken. Mayor Marx updated the Council on the projects going on around the city which included the improvements around the dam near the sewer plant, the county road project in front of the school, highway improvements on Hwy 79, water and  wastewater grant improvements and Dollar General completion.  5.
