All visitors will observe ai three-minute time limit. 2.1. Remarks of Visitors-No Public Comment. 3. PRESENTATIONS AND REPORTS 3.1. Recognition of City Employees by Mayor Marx. Mayor Marx thanked Normand-Public Works Supervisor, Brian-Public Works Liaison, im-Maintenance, Whitney-Police Chief and Melissa-City Secretary for stepping up to keep the town going during the winter storm. Mayor Marx said he appreciated all that they did and to thank them for their services. Mayor Marx said that words cannot express the thankfulness enough and that the community came together to help each other. The Council thanked the 3.2. Introduction of New Peace Officer by Chief Whitworth. Chief Whitworth introduced the new Peace Officer, Justin Powell to the Council. Chief Whitworth said Officer Powell has worked for Roger PD, Granger PD, he became the Chief of Police in Granger when the Chief retired there and he has gone on and did his construction company; Once he finishes up some construction projects, he is in and out right now, then he will be here full time. CONSENT AGENDA ITEMS The Consent Agenda items listed below are considered to be routine by the Thrall City Council and will be enacted by one motion. There will be no separate discussion of these items unless requested by the Mayor and/or Commissioner, in which event, the item(s) will be removed from the Consent Agenda and considered as a Regular Agenda item(s). 4.1. Consideration and possible action regarding the approval of the minutes for the Regular City Council Meeting on January 20, 2021. 4.2. Consideration and possible action regarding December 2020: financials. 4.3. Consideration and possible action regarding Resolution No. 2021-2-1 issuing Order of Cancellation for the May 1, 2021 General Election and declaring election of unopposed candidates. (The governing body will act on this item, to cancel the election, if no Commissioner Walla made a motion to accept the consent items as read with a candidate files by the filing deadline.) second by Commissioner Dubec. REGULAR, AGENDA ITEMS (Green Sign In Card) This time is reserved for the public to speak to the Thrall City Council after the regular agenda item has been announced for consideration. Consideration and possible action regarding disclosure of project, zoning, plating, parking, and improvements for the property located at 201 W. Hwy 79, Thrall, Texas as Lakshay Sharma with Hagood Engineering introduced himself and presented the Council with a proposed Dollar General Project and would like to start the process. Council welcomed the project and directed staff to have Hagood Engineering contact our City Engineer for the next steps and processes for developing the property. 5.2. Consideration and possible action to award a management/administrative services contract to Langford Community Management Services for thej preparation of the City's 2021/2022 Texas Community Development Block Grant Program's (TxCDBG) Community Development Fund Application and subsequent contract administration if Commissioner Dubec made a motion to accept agenda item 5.2 as stated by the Mayor and accept them as our grant administration with second by Commissioner the meeting. Consideration and possible action to adopt Resolution No. 2021-2-2 Designating Authorized Signatures for Contractual and Grant Fund Documents pertaining to the Commissioner Walla made a motion to approve Resolution No. 2021-2-2 including Commissioner Walla and Commissioner Dubec to sign also with a second by 5.4. Consideration and possible action to adopt Resolution No. 2021-2-3 Civil Rights TxCDBG Contract #7220460. Commissioner Dubec. Motion carried 3-0. Policies and Procedures for the' TxCDBG Contract # 7220460. Commissioner Dubec made a motion to accept agenda item 5.4 as stated by the 5.5. Consideration and possible action regarding the 2021 Spring Clean-Up and City-Wide Mayor with a second by Commissioner Walla. Motion carried 3-0. Yard Sale. Council directed staff to set up dumpsters for cleanup, possibly for the first weekend of May and to work with Clawson on days that will be available for delivery of the 5.6.
