Dubec-Present Commissioner Nicole Walla-Absent/exec.  1. CALLTOORDER and DECLARE. A QUORUM at' 7:21 p.m.  1.1. Roll Call 1.2.Pledge of Allegiance  2. WELCOME VISITORS AND VISITOR COMMENTS  (Orange Sign In Card)  This time is reserved for input to the' Thrall City Council on items not listed on the agenda. Any items presented to the' Thrall City Council are considered informational only and may result in placement on a future agenda for discussion and consideration. During this time the' Thrall City Council may hear your concerns but may not respond to any comments and will defer to City Staff. Those wishing to speak during this time must complete an Orange Sign In Card and present to the City Secretary prior to the beginning of the meeting. AGENDA ITEMS  The Consent Agenda items listed below are considered to be routine by the Thrall City Council and will be enacted by one motion. There will be no separate discussion of these items unless requested by the Mayor and/or Commissioner, in which event, the item(s) will be removed from the Consent Agenda and considered as a Regular Agenda item(s). 3.1. Consideration and possible action regarding the approval of the minutes for the  Regular City Council Meeting on September11,2019. REGULAR, AGENDAI ITEMS  (Green Sign] In Card)  This time is reserved for the public to speak to the Thrall City Council after the regular agenda item has been announced for consideration. Those wishing to speak must complete a Green Sign In Card and present the card to the City Secretary prior to the beginning of 4.1. Consideration and possible action regarding a variance request by Bill and Tephaine Brees located at 502 S. Bounds to change the backyard setback from the required 10' Commissioner Dubec made a motion to accept item 4.1 as stated by the Mayor with the correction to change from 5 foot to 6 foot with a second by Mayor Marx. Motion  the meeting. All visitors will observe a three-minute time limit.  foot to 5' foot.  carried 2-0.  Bill and Tephanie Brees were present for questions and comments.  4.2. Consideration and possible action regarding Ordinance No. 10-2019-1Flood Damage Prevention adopting regulations designed to minimize flood losses; adopting a Mayor Marx made a motion to accept Ordinance No. 10-2019-01 with addition of the City Council as Appeals Board with a second by Commissioner Dubec. Motion 4.3. Consideration and possible action on hosting a Christmas parade and other activities in  severability clause and adopting penalties for non-compliance.  carried 2-0. the park.  Discussion only, no action taken.  4.4. Consideration and possible action regarding the August financials.  Commissioner Dubec had no questions or comments, Mayor Marx approved as  presented.  5. EXECUTIVESESSION  Thrall City Council adjourned from its regular session and convened into Closed/Executive Session at 7:55 p.m., to discuss the following Item(s), pursuant to Texas 5.1. Discussion regarding the water contract with Taylor and settlement agreement in lawsuit styled City of Thrall V. Noack Water Supply Corp. V.
