Any items presented to the' Thrall City Council are considered informational only and may result in placement on a future agenda for discussion and consideration. During this time the' Thrall City Council may hear your concerns but may not respond to any comments and will defer to City Staff. Those wishing to speak during this time must complete an Orange Sign In Card and present to the City Secretary prior to the beginning of the meeting. Consideration and possible action regarding the approval of the minutes for the Regular City Council Meeting on September11,2019. Consideration and possible action regarding a variance request by Bill and Tephaine Brees located at 502 S. Bounds to change the backyard setback from the required 10' Commissioner Dubec made a motion to accept item 4.1 as stated by the Mayor with the correction to change from 5 foot to 6 foot with a second by Mayor Marx. Consideration and possible action regarding Ordinance No. 10-2019-1Flood Damage Prevention adopting regulations designed to minimize flood losses; adopting a Mayor Marx made a motion to accept Ordinance No. 10-2019-01 with addition of the City Council as Appeals Board with a second by Commissioner Dubec. Motion 4.3. Consideration and possible action on hosting a Christmas parade and other activities in severability clause and adopting penalties for non-compliance. carried 2-0. the park.
