Scooter Dubec-Present Commissioner Nicole Wala-Absent/Ekcused 1. CALL TO ORDER and DECLARE. A QUORUM at 7:03 p.m. 1.1. Roll Call 1.2.Pledge of Allegiance Mayor Marx moved agenda Item 4. Presentations before agenda Item 2 and Item 3 due the public present for the agenda item. 2. PUBLICHEARINGS) 2.1. Opened public hearing at 7:08 p.m. regarding annexation proceedings to enlarge and extend the boundary limits of said city to include the following described territory, to wit: Being 2.90-acre tract of land in the Jehu Bevil Survey, Abstract 59, Reason Green Survey, Abstract 263, and Daniel Kimbro Survey, Abstract 371 in Williamson County, Texas. Said 2.90-acre tract of land being a portion of County Road 424 and being more particularly described by metes and bounds in Exhibit "A". Posted on the City of Thrall's website and available for view for this meeting. 2.2.Closed public hearing at 7:10 p.m.-No public comment made during publich hearing. 3. WELCOME VISITORS AND VISITOR COMMENTS (Orange Sign In Card) This time is reserved for input to the Thrall City Council on items not listed on the agenda. Any items presented to the Thrall City Council are considered informational only and may result in placement on a future agenda for discussion and consideration. During this time the Thrall City Council may hear your concerns but may not respond to any comments and will defer to City Staff. PRESENTATIONS 4.1. Reguladores LEMC/Caballo del Hierro Chapter to present a $1000.00 check to the City of Thrall Police Department. The Reguladores LEMC/Caballo de Hierro Chapter presented Chief Whitworth with a$ $1000.00 check in support of the Thrall Police Department. 5. CONSENT AGENDA ITEMS The Consent Agenda items listed below are considered to be routine by the Thrall City Council and will be enacted by one motion. There will be no separate discussion of these items unless requested by the Mayor and/or Commissioner, in which event, the item(s) will ber removed from the Consent Agenda and considered as a Regular Agenda item(s). 5.1. Consideration and possible action regarding the approval of the minutes for the 5.2. Consideration and possible action regarding August and September 2020 financials. Mayor Marx asked are there any additions or corrections, Commissioner Dubec stated Ihave none, and Mayor Marx said they stand approved as read. Regular City Council Meeting on September 16, 2020. 6. REGULAR AGENDA ITEMS (Green Sign In Card) This time is reserved for the public to speak to the Thrall City Council after the regular agenda item has been announced for consideration. Those wishing to speak must complete a Green Sign In Card and present the card to the City Secretary prior to the beginning of 6.1. Consideration and possible action regarding Resolution No. 2020-12-1 on Interlocal Agreement for the Fire Code and Investigations between the City of Thrall and Mayor Marx noted the typo in the resolution no. and corrected it from 2020-12-1 to Mayor Marx said since the City does not have al Fire Inspector this is what the City is Commissioner Dubec made a motion to accept item 6.1 as presented by the Mayor 6.2. Consideration and possible action regarding a variance request for A Self Storage Place/Mike Rozell at 314 W. Hwy 79 for Ordinance no. 2014-0910 from 10: feet setbacks thei meeting. All visitors will observe ai three-minute time limit. Williamson County. 2020-11-1. offering, and the County agreed to take this on for us. with a second by Mayor Marx. Motion carried 2-0. to 5 feet setbacks on the East side of the lot next to the pink house. November 18, 20201 Public Hearing & Regular City Council Meeting Minutes Page2of3 Commissioner Dubec: made a motion to accept item 6.2 to allow from 10 feet setbacks to 5 feet setbacks on the East side of the lot next to the pink house seconded by Mayor Marx. Motion carried 2-0. 6.3. Consideration and possible action regarding Christmas activities in the City. Commissioner Dubec made a motion to allow the Mayor to make the necessary arrangements if need be, whether it is monetary needs to make last minute advances or changes to do something for the Christmas Season with a second by Mayor Marx. Motion carried 2-0. 6.4. Consideration and possible action regarding the Employee Appreciation Dinner. Discussion only and direction to staff to set the appreciation dinner for Dec 9,2 2020 at 7:00 p.m. at' Thrall County Dinner. 6.5. Consideration and possible action regarding Employee Appreciation pay. Commissioner Dubec made a motion to accept the Employee Appreciation Pay as presented by the Mayor seconded by Mayor Marx.
