WELCOME VISITORS AND VISITOR COMMENTS (Orange Sign In Card) This time is reserved for input to the Thrall City Council on: items not listed on the agenda. Any items presented to the Thrall City Council are considered informational only and may result in placement on a future agenda for discussion and consideration. During this time the Thrall City Council may hear your concerns but may not respond to any comments and will defer to City Staff. Those wishing to speak during this time must complete an Orange Sign In Card and present to the City Secretary prior to the beginning of the meeting. All visitors will observe a three-minute time limit. 2.1. Remarks of Visitors John Bell with Bell Power introduced his company and talked about the City's current contract for electric services. 3. CONSENT AGENDA: ITEMS The Consent Agenda items listed below are considered to be routine by the Thrall City Council and will be enacted by one motion. There will be no separate discussion of these items unless requested by the Mayor and/or Commissioner, in which event, the item(s) will be removed from the Consent Agenda and considered as a Regular Agenda item(s). 3.1. Consideration and possible action regarding the approval of the minutes for the Regular City Council Meeting on February 19, 2020. .2.Consideration and possible action regarding the January 2020 financials. REGULAR, AGENDA ITEMS (Green Sign In Card) This time is reserved for the public to speak to the Thrall City Council after the regular agenda item has been announced for consideration. Those wishing to speak must complete a Green Sign In Card and present the card to the City Secretary prior to the beginning of 4.1. Consideration and possible action regarding the Annual Financial Audit Report for the thei meeting. All visitors will observe a three-minute time limit. year ending September 30, 2019 presented by Don Allman. City Secretary, Melissa Perry informed the Council that the audit was not completed, and Mr. Allman was hoping to have it done by the end of March. Mayor Marx stated that we have to have a draft audit to present to our bond company by the end of March. Mayor Marx made a motion to table with a second by Commissioner Dubec. 4.2. Consideration and possible action regarding the wastewater reaveraging for the City of Motion carried 3-0. Thrall Utility accounts. Mayor Marx made a motion to implement the averaging as presented with the corrections as needed with a second by Commissioner Walla. Motion carried 3-0. 4.3. Consideration and possible action regarding the wastewater rates for the City of Thrall. Mayor Marx made ai motion to table till the next meeting to do our rates after we get a fully corrected version of the averages, sO we know where we're at with a second by 4.4. Consideration and possible action on setting the dates of the 2020 Spring Clean-Up and Commission Dubec. Motion carried 3-0. City-Wide Yard Sale. Commissioner Dubec made a motion to move the 2020 Spring Clean-up and City- Wide Yard Sale to the first weekend in June with a second by Commissioner Walla. 4.5. Consideration and possible action regarding the City's current Electric Contract, which expires June 2, 2020 and the electric rates and services for the City of Thrall. contract with a second by Commissioner Dubec. Motion carried 3-0. 4.6. Discussion regarding the Covid 19 Coronovirus in the surrounding area. Motion carried 3-0.
