WELCOME VISITORS AND VISITOR COMMENTS (Orange Sign In Card) This time is reserved for input to the Thrall City Council on items not listed on the agenda. Any items presented to the Thrall City Council are considered informational only and may result in placement on a future agenda for discussion and consideration. During this time the Thrall City Council may hear your concerns but may not respond to any comments and will defer to City Staff. Those wishing to speak during this time must complete an Orange Sign In Card and present to the City Secretary prior to the beginning of the meeting. All visitors will observe a three-minute time limit. 2.1. Remarks of Visitors-No public comment. 3. CONSENT. AGENDA ITEMS The Consent Agenda items listed below are considered to be routine by the Thrall City Council and will be enacted by one motion. There will be no separate discussion of these items unless requested by the Mayor and/or Commissioner, in which event, the item(s) will be removed from the Consent Agenda and considered as a Regular Agenda item(s). 3.1. REGULAR AGENDA ITEMS (Green Sign In Card) This time is reserved for the public to speak to the Thrall City Council after the regular agenda item has been announced for consideration. Those wishing to speak must complete a Green Sign In Card and present the card to the City Secretary prior to the beginning of 4.1. Consideration and possible action regarding a variance request to Ordinance No. 2014- 0910 for setbacks located at 624 W. Sheldon by Cody Pools (Contractor)/ on behalf of Amantha Swift with Cody Pools was present for the City Council to discuss any The City Council discussed the concerns of water run-off on to other properties and wanted to confirm that no water would affect neighbors or property in the surrounding area. Mayor Marx informed Ms. Swift that the greenbelt located behind the property will be a future 91 home subdivision and we do not want any water to Ms. Swift confirmed that a Deck-0-Drain would be installed and would handle any water run-off from the pool. Based on the elevations of the property there should be no run-off to any other property. Theré are no listed flood plains on the plat and the risk of any type of water accumulation or flooding based off what was found or able to see would be minimal to none. The overflow of the pool will be redirected to an area drain and it will be installed at a location that will not affect any water on to properties, including the current greenbelt that will be the future home for a subdivision. The overflow drain location change is not in the details but will be updated to reflect the change tol have it go away from the highest point of elevation. Mayor Marx mentioned that their experts and engineers will be reliable for any water that would impact the properties next to them and that they would be responsible for it. Mayor Marx read the results of the election and noted the results are attached to the Mayor Marx made a motion to accept Resolution No. 2023-5-1canvassing the election for May 6, 2023, with a second by Commissioner Martin.
