WELCOME VISITORS AND VISITOR COMMENTS  (Orange Sign In Card)  This time is reserved for input to the Thrall City Council on: items not listed on the agenda. Any items presented to the Thrall City Council are considered informational only and may result in placement on a future agenda for discussion and consideration. During this time the Thrall City Council may hear your concerns but may not respond to any comments and will defer to City Staff. Those wishing to speak during this time must complete an Orange Sign In Card and present to the City Secretary prior to the beginning of the meeting. Consideration and possible action regarding the approval of the minutes for the  Regular City Council Meeting on March 20, 2019. Commissioner Walla made a motion to approve the consent items as presented with  asecond by Mayor Marx. Motion carried.  4. Consideration and possible action regarding presentation and a request for variance to  allow off-site signs for CenTex Sports Center.  Commissioner Walla made a motion denying the variance request with a second by 4.2. Consideration and possible action regarding a variance for a mobile trailer located in the  Mayor Marx. Discussion of the City of Thrall Financial Reports for the month of] March 2019.  Commissioner Walla made a motion to approve the financials for the month of March 4.4. Consideration and possible action to authorize Chief Whitworth to expend the JAG Grant #3613001 funds in the amount of $38,209.50 for the purchase of radio equipment Commissioner Walla made a motion to authorize Chief Whitworth to expend the JAG Grant #3613001 in the amount of $38,209.50 with a second by Mayor Marx. Motion 4.5. Consideration and possible action to adopt Ordinance No. 4-2019-3 authorizing the issuance of $204,250 City of Thrall, Texas, Waterworks and Sewer System Revenue Bonds, Series 2019 and ordaining other matters relating to the issuance of thel bonds. Commissioner Walla made motion to approve Ordinance No. 4-2019-3 authorizing the issuance of $204,250 City of Thrall, Texas, Waterworks and Sewer System Revenue Bonds, Series 2019 and ordaining other matters relating to: the issuance of the bonds  2019 with a second by Mayor Marx. Consideration and possible action regarding Ordinance No. 4-2019-1 establishing rates and charges to be charged by the City of Thrall for its services and specifically the rates and charges for wastewater services; providing for a penalty on water bills if not paid by a certain date; providing for a termination of water service if a bill is not paid by a certain delinquency date; providing for a severability clause; providing for ai repealer clause; and Commissioner Walla made a motion to approve Ordinance No. 4-2019-1 as read and 4.7. Consideration and possible action regarding Ordinance No. 4-2019-4 establishing rates and charges to be charged by the City of' Thrall for its services and specifically the rates and charges for water services; providing for a penalty on water bills if not paid by a certain date; providing for a termination of water service if a bill is not paid by a certain delinquency date; providing for a severability clause; providing for a repealer clause; and Commissioner Walla made a motion to approve Ordinance No. 4-2019-4 as read and 4.8.
