WELCOME VISITORS AND VISITOR COMMENTS (Orange Sign In Card) This time is reserved for input to the Thrall City Council on: items not listed on the agenda. Any items presented to the Thrall City Council are considered informational only and may result in placement on a future agenda for discussion and consideration. During this time the Thrall City Council may hear your concerns but may not respond to any comments and will defer to City Staff. Those wishing to speak during this time must complete an Orange Sign In Card and present to the City Secretary prior to the beginning of the meeting. All visitors will observe ai three-minute time limit. 2.1. Remarks of Visitors -No public comment. 3. PRESENTATIONS 3.1. Reguladores LEMC/Caballo de Hierro Chapter to present a donation to the City of Thrall Police Department. President, Randy Joines with the Reguladores presented a check to the Thrall Police Department in the amount of $1500.00 for the Blue Santa program and announced that another check in the amount $500.00 was in the mail. The Mayor and Council thanked the Reguladores for their hard work and support to the community. 4. CONSENT AGENDA ITEMS The Consent Agenda items listed below are considered to be routine by the Thrall City Council and will be enacted by one motion. There will be no separate discussion of these items unless requested by the Mayor and/or Commissioner, in which event, the item(s) will be removed from the Consent Agenda and considered as a. Regular Agenda item(s). 4.1. Consideration and possible action regarding the approval of the minutes for the Public Hearing and Special Called City Council Meeting on September 8, 2021. October 20, 2021 City Council Meeting Minutes Page1of3 4.2. Consideration and possible action regarding. June and July 2021 financials. Commissioner Walla made a motion to accept the consent items as read with a second by Commissioner Dubec. Motion carried 3-0. 5. REGULAR AGENDA ITEMS (Green Sign In Card) This time is reserved for the public to speak to the Thrall City Council after the regular agenda item has been announced for consideration. Those wishing to speak must complete a Green Sign In Card and present the card to the City Secretary prior to the beginning of 5.1. Consideration and possible action to award a professional administrative services contract to assist in the overall and administration of the City's American Rescue Plan Act 2021 by passing Resolution No. 2021-10-1 authorizing professional service provider(s) selection for American Rescue Plan Act (Arp Act) program(s). Mayor Marx informed the Council that the city put an RFP out to 5 companies and Langford Community Management Services was the only company that submitted a proposal. The grant funds are from the Government to pay City's back due to lost revenue during COVID. There is a lot of paperwork that goes with it and Langford Services will assist the City with the process and how to the funds can be spent. After further discussion, Mayor Marx made ai motion to accept Langford Community Management Services to administer our ARP Act grant and funding, note that Langford Services out of 5, were the only ones that responded to the RFP with a the meeting. All visitors will observe a three-minute time limit. second by Commissioner Dubec. Motion carried 3-0. 5.2. Consideration and possible action regarding Christmas activities ini the city. Commissioner Walla made a motion to have our Christmas activities tentatively on Sunday, December 5th with a second by Commissioner Dubec. Motion carried3-0. 5.3. Consideration and possible action regarding the Employee Appreciation Dinner. Commissioner Dubec made a motion to set the Employee Appreciation Dinner location to be determined on Wednesday December 8th with a second by Commissioner Walla. Motion carried 3-0. 5.4. Consideration and possible action regarding Employee Appreciation pay. Commissioner Dubec made a motion to accept the employee appreciation pay as presented by the: mayor with a second by Commissioner Walla. Motion carried 3-0. 5.5. Consideration and possible action regarding Ordinance No. 2021-10-2 prescribing rules and regulations governing plats, plans, and sub-divisions of land within the incorporated area of Thrall, Texas, and the land over which it has extraterritorial jurisdiction; containing definitions; providing for a preliminary plat, a final plat, and providing for final approval of plats; prescribing regulations for streets, lots, blocks, building lines, alleys, easements, sanitary utilities, and other improvements; providing for procedures for sub-division approval, and for variances and exceptions; providing October 20, 2021 City Council Meeting Minutes Page 2of3 that the city may refuse services to non-complying areas and for the enforcement by law; providing for a penalty clause for each violation hereof; repealing all conflicting ordinances; providing a savings clause; and providing an effective date. Mayor Marx discussed the subdivision ordinance and the need for it with development coming to the area. He also discussed several points in the ordinance and mentioned that the setbacks for the side and back need to match our current ordinance of 10 feet. After further discussion, Mayor Marx made a motion to adopt Ordinance No. 2021-10-2 which is stated as the subdivision ordinance and that the change of the set back lines under Section 5, 5.4 Building Lines under B and Cwith a second by Commissioner Walla.
