THRALL CITY COUNCIL MEETING. MINUTES March 20, 2019 at 7:00 p.m. Present were: Mayor Troy Marx, Commissioner Scooter Dubec, Commissioner Nicole Walla, Chief Whitney Whitworth, Attorney Mark Schroeder, Court Clerk Jill Graybill, City Secretary Ginger Gross and Melissa Perry and guests, Julie Morgan, Lindy Priddy, Don Allen, and Tiffany Price. Mayor Marx called the meeting to order. The Pledge of Allegiance was recited at 7:11pm. The Thrall City Council heard a presentation from Don Allman about the 2017-18 Audit where the budget highlights were reviewed, and the audit was approved as presented. Commissioner Walla made a motion to accept the Annual Financial Audit Report for the year ending September 30, 2018; Commissioner Dubec seconded; motion carried. Mayor Marx asked for al letter of commitment for the next audit. The Thrall City Council then heard a presentation about MBVA Collection Services available for the city by. Julie Morgan and Lindy Priddy about helping collect court fines/fees and utility fees. Ms. Morgan explained the laws involved collecting these fees. There is no cost to the court for this service. Their 30% fees are added on to the ticket costs and passed on to the debtor. Utility collections require a: 20% fee added on to the billi for which MBVA bills the city in order to be paid. There is no start up cost and the City may start with both orj just one service. Commissioner Walla made a motion to allow attorney Mark Scroeder to review the contract through MBVA services and put it back on the agenda for the next Next the Thrall City Council heard a presentation on the proposed health, education and wellness center (LifePark Center) by Tiffany Price with Bluebonnet Trails Community Services. She began her presentation reassuring the council that she was not asking for money for the project, only support from the city for the center that would benefit our citizens in East Williamson Co. in the form ofj job training, health care, transportation, afterschool care, community gathering spaces, etc. Iti is slated to be built on the loop around Taylor. Commissioner Dubec motioned for the City to do al letter of support for LifePark Center as presented by Tiffany Price; Commissioner Walla seconded; motion carried. The Thrall City Council then moved on to Agenda Item #4 which was a presentation from the Thrall Chief of Police, Whitney Whitworth, on personal safety equipment. Chief Whitworth explained how concealable body armor has a warranty of 5 years and the armor being used now had expired. He requested new armor for himself and his new officer. Commissioner Walla made a motion to give Chief Whitworth authorization for his personal safety equipment; Commissioner Dubec seconded; motion carried. The Thrall City Council also addressed wastewater reaveraging for residential and commercial accounts. A chart was provided showing the newly averaged amounts using water usage amounts from the months of December, January, and February. Discussion included the possibility of raising the base rate $1.00. After consulting Attorney Mark Schroeder, he suggested they table the rate raise until a closer look can be made into the requirements needed to do that. After discussing ai few of the accounts and deciding to look closer at them, Commissioner Walla made a motion to accept the Wastewater Reaveraging with The Thrall City Council then addressed action to cancel the May election and to opt out of the agreement with WILCO to host the election since Mayor Troy Marx and Commissioner Scooter Dubec ran unopposed. Perry and administer the Oath of Office. The Thrall City Council reviewed the February 2019 financials, the February 20, 2019 minutes, and department reports. Mayor Marx approved the minutes, financials and department reports as written. Council adjourned into closed session with the Attorney to discuss: Thrall City Council will review, take consideration and possible action of water contract with Taylor and settlement agreement in lawsuit styled City of Thrall V. Noack Water Supply Corp. V. City of Taylor, Cause No. 12-0200-C26. Council reconvened into open session at 8:15pm to conclude the meeting. No action or votes were taken during closed session.
