During this time the Thrall City Council may hear your concerns but may not respond to any comments and will defer to City Staff. Those wishing to speak during this time must complete an Orange Sign In Card and present to the City Secretary prior to the beginning of the meeting. All visitors will observe a three-minute time limit. 2.1. Remarks of Visitors-No public comment. Mayor Marx moved agenda items 4.1 and 4.2 before the Consent Agenda Items. 3. CONSENT. AGENDA ITEMS The Consent Agenda items listed below are considered to be routine by the Thrall City Council and will be enacted by one motion. There will be no separate discussion of these items unless requested by the Mayor and/or Commissioner, in which event, the item(s) will bei removed from the Consent Agenda and considered as a Regular Agenda item(s). 3.1. Commissioner Walla made a motion to accept the audit for the year ending September 30, 2019 as presented with a second by Commissioner Dubec. Motion 4.2.Consideration and possible action regarding the City's current Electric Contract, which expires June 2, 2020 and the electric rates and services for the City of Thrall. carried 3-0. Mayor Marx made a motion to rank the quotes received from 1 to 3, with Freepoint #1, Entrust #2 and TXU #3, to pass quotes 1, 2 and 3 off to Mark, our City Attorney to review and to have a special called meeting on May 13 at 7 p.m. to initiate a contract and if we go back with TXU we'll sign the contract, if not, we'll send a letter stating the City is not accepting the contract with a second by Commissioner Walla. Discussion only, no action taken. 4.6.Consideration and possible action to approve a Resolution No. 2020-5-2 of the City Council of the City of Thrall, Texas, consenting to the continuation of the disaster declaration signed by the Mayor on March 16, 2020, and previously ratified and continued by the City Council through May 11, 2020, until May 31, 2020; repealing conflicting ordinances and resolutions; including a severability clause; and establishing Commissioner Dubec made a motion to accept item 4.6 as presented and stated by the Mayor, Resolution No. 2020-5-2, with a second by Commissioner Walla. Motion 4.7.Consideration and possible action regarding Resolution No. 2020-5-3 to enter an Interlocal Cooperation Agreement between the City of Thrall, Texas and Williamson County, Texas for sale ofs surplus equipment, Two (2) Panasonic Toughbooks. Commissioner Walla made a motion to accept Resolution No. 2020-5-3 with the correction that will be made to it with a second by Commissioner Dubec.
