Any items presented to the Thrall City Council are considered informational only and may result in placement on a future agenda for discussion and consideration. During this time the Thrall City Council may hear your concerns but may not respond to any comments and will defer to City Staff. Those wishing to speak during this time must complete an Orange Sign In Card and present to the City Secretary prior to the beginning of the meeting. All 2.1. Remarks of Visitors-Fernando Rodriguez informed the Council that he prepared a packet on a quote for street signs from Alpha Paving for the City to consider in regard to the newly installed streets signs located on Bounds Street and would like the city to consideri installing new street signs, if the budget allocates and would like visitors will observe a three-minute time limit. too consider: at next meeting. 3. CONSENT AGENDAITEMS The Consent Agenda items listed below are considered to be routine by the Thrall City Council and will be enacted by one motion. There will be no separate discussion of these items unless requested by the Mayor and/or Commissioner, in which event, the item(s) will ber removed from the Consent Agenda and considered as a Regular Agenda item(s). 3.1. Consideration and possible action regarding the approval of the minutes for the Regular City Council Meeting on January 19, 2022. March 23, 2022 Special Called City Council Meeting Minutes Pagelof3 3.2. Consideration and possible action regarding the December 2021 and January 2022 financials. Commissioner Walla made a motion to accept the consent agenda items as read by the mayor with a second by Commissioner Martin. Motion carried3 3-0. 4. REGULAR AGENDA: ITEMS (Green Sign In Card) This time is reserved for the public to speak to the Thrall City Council after the regular agenda item has been announced for consideration. Those wishing to speak must complete a Green Sign In Card and present the card to the City Secretary prior to the beginning of 4.1. Consideration and possible action regarding a variance for a subdivision under Sub- Division Ordinance No. 2021-10-2 by seeking approval on variances for Phase 2 to Mr. Winter's was present and available for any questions or concerns the Council may have. Mayor Marx mentioned the platting process would go through the preliminary and final plat process with the City Engineer's review; City Engineer, Dan Hejl suggested that there be a pre-development meeting to discuss everything regarding the development since it's been since about 2016, including the variances due to the new subdivision ordinance and any other items that would need to be 4.2. Consideration and possible action regarding a variance for a subdivision by vacating the existing 30' Drainage Easement for the Dollar General located at 201 West] Hwy 79. Mayor Marx informed the Council that Dollar General withdrew their request, and 4.3. Consideration and possible action regarding a variance request to Ordinance No. 2017- 0726, Section 2 1000 sq feet and Ordinance No. 20150520, Article 2. Specifications, Section 2.01 Site Plan/Requirements B, main entry allow off-street parking on the lot & C, main entry fronts the street with the assigned address for Scott Shepard located at Commissioner Walla made a motion to accept the variance for 301 Neill Street for Mr. Scott Shepard's new home second by Commissioner Martin. Motion carried 3-0. 4.4. Consideration and possible action regarding Resolution No. 2022-3-1 adopting an Investment Policy with strategy guidelines and appointment of Investment Officers. Commissioner Walla made a motion to accept Resolution No. 2022-3-1 adopting an Investment Policy with a second by Commissioner. Martin. Motion carried 3-0. 4.5. Consideration and possible action regarding Ordinance No. 2022-3-2 to establish a Records Management Program; defining municipal records; declaring municipal records public records; establishing a policy; designation a Records Management the meeting.
