PM2023  SPECIAL CALLED CITY COUNCIL MEETING  This meeting has been called pursuant to Chapter551, Government Code, Section 551.045(a)(b), CALLTO ORDER AND DECLARE A QUORUM at' 7:04 p.m. with Mayor Marx, Commissioner  regarding an emergency of urgent public necessity. Martin and Commissioner Karch all present. CITIZEN COMMUNICATION-NO public comment.  REGULAR AGENDA; REVIEW/DISCUSS AND CONSIDER, ACTION  1. The severe winter weather conditions have created an emergency for which the health, safety and welfare ofthe citizens ofThrall is tol be considered. This event has created a necessity for the City Council to convene in emergency session to ratify and continue the Disaster Declaration signed by Mayor Marx on February 6, 2023, and to review the Emergency Management Plan, Emergency Operations Center, and staff response regarding the severe  winter weather conditions. Mayor Marx read agenda item 1.  2. Discuss and take action regarding Resolution No. 2023-2-1 ratifying the disaster declaration signed by the mayor on February 6, 2023, and continuing the order until April 8, 2023; repealing conflicting ordinances and resolutions; including a severability clause; and Commissioner Karch made a motion to approve Resolution No. 2023-2-1 with a second  establishing an effective date.  by Commissioner Martin. Motion carried 3-0.
