WELCOME VISITORS AND VISITOR COMMENTS (Orange Sign In Card) This time is reserved for input to the' Thrall City Council on items not listed on the agenda. Any items presented to the Thrall City Council are considered informational only and may result in placement on a future agenda for discussion and consideration. During this time the Thrall City Council may hear your concerns but may not respond to any comments and will defer to City Staff. Those wishing to speak during this time must complete an Orange Sign In Card and present to the City Secretary prior to the beginning of the meeting. All visitors will observe a three-minute time limit. 2.1. Remarks of Visitors. No public comment. 3. CONSENT AGENDA! ITEMS The Consent Agenda items listed below are considered to be routine by the Thrall City Council and will be enacted by one motion. There will be no separate discussion of these items unless requested by the Mayor and/or Commissioner, in which event, the item(s) will be removed from the Consent Agenda and considered as a Regular Agenda item(s). 3.1. Consideration and possible action regarding the approval of the minutes for the City Council Meeting on April 21, 2021. 3.2. Consideration and possible action regarding April 2021 financials. AGENDAITEMS (Green Sign In Card) This time is reserved for the public to speak to the Thrall City Council after the regular agenda item has been announced for consideration. Those wishing to speak must complete a Green Sign In Card and present the card to the City Secretary prior to the beginning of 4.1. Discussion and possible action regarding street parking for Thrall United Methodist the meeting. All visitors will observe a three-minute time limit. Church during services. Don Bunner with Thrall United Methodist presented his concerns about residents parking in front of the church and not having access for the congregation to park close for services. Council and staff discussed options to assist the Church with their parking issues. Unfortunately, the city can only create an ordinance that has no parking zones but cannot create one: for just the Church itself. Chief Whitworth will reach out to homeowners in the area to see: if they can help with the parking issue for 4.2. Consideration and possible action regarding the participation in the Williamson County Urban County Re-qualification for Community Development Block Grant for Mayor Marx made a motion that we do not participate in the Williamson County Urban County Re-qualification for Community Development Block Grant, for us to stay where we are right now so we can compete with CDBG grants with a second by Sunday morning services. Discussion only, no action taken. Fiscal Year 2022-2024. Commissioner Dubec. Motion carried 3-0. 4.3. Discussion and possible action regarding the City of Thrall sewer rates. Mayor stated at the last meeting we did our averaging and were about the same that we take in. We have done some improvements to the sewer plant and what we are looking at, is possibly in the next meeting or two to possibly raising our sewer: rate to buffer, to be able to: maintain the sewer plant. Discussion only, no action taken. 4.4. Discussion and possible action regarding property taxes and the City of Thrall 2021- 2022 budget. Mayor Marx informed the Council that he has not started the budget yet that he is waiting on all the property tax information to see where we are and hopefully by the next meeting, he will have a rough draft and if not, there may be special meetings to start putting it together. City Secretary, Melissa L. Perry, will review the budget calendar from last year to see how the meetings will need to take place to meet the requirements. Mayor Marx just wanted to Iet everyone know that we are starting the process, it will take a little time, but he will get it all to the Council for review. Discussion only, no action taken. 5.
