WELCOME VISITORS AND VISITOR COMMENTS (Orange Sign In Card) This time is reserved for input to the Thrall City Council on items not listed on the agenda. Any items presented to the Thrall City Council are considered informational only and may result in placement on a future agenda for discussion and consideration. During this time the Thrall City Council may hear your concerns but may not respond to any comments and will defer to City Staff. Those wishing to speak during this time must complete an Orange Sign In Card and present to the City Secretary prior to the beginning of the meeting. All 2.1. Remarks of Visitors-Fernando Rodriquez mentioned fire hydrants not being tested spoke with Normand with Public Works Department and he said the Thrall Volunteer Fire Department is responsible for that, would love to see them open and tested with the drought going on right now, second, most cities have a blue reflected marker on the road for the fire department to find where they are in the road, if could find funds in the facilities budget, that would be amazing, and last, what is the plan of action for failing visitors will observe a three-minute time limit. the portable water, again, year three in a row. 3. Consideration and possible action regarding the approval of the minutes for the City Council Meeting on May 18, 2022. June 15, 2022 Regular City Council Meeting Minutes Pagelof2 Commissioner Martin made a motion to approve the minutes of the City Council Meeting from May 18, 2022 with a second by Commissioner Karch. Motion carried 3- 0. 4. REGULAR AGENDA ITEMS (Green Sign In Card) This time is reserved for the public to speak to the Thrall City Council after the regular agenda item has been announced for consideration. Those wishing to speak must complete a Green Sign In Card and present the card to the City Secretary prior to the beginning of 4.1. Discussion regarding property taxes and the City of Thrall 2022-2023 Fiscal Budget. Mayor Marx went over the process and deadline of adopting the budget and tax rate, which is by September 15, and informed the Council that there will be a couple extra meetings with hearings to meet the required laws. Discussion only, no action taken. Thrall City Council adjourned from its regular session and convened into Closed/Executive Session at 7:13 p.m., to discuss the following Item(s), pursuant to Texas 5.1.
