Motion carried 2-0.  Commissioner Karch made a motion to accept the minutes for the August 23, 2022 Mayor Marx pulled item 4.2 from the consent agenda to the regular agenda. 4.2. Consideration and possible action regarding the] June 2022 and July 2022: financials. Mayor Marx made a motion to table 4.2 with a second by Commissioner Karch.  Motion carried 2-0. 5. Consideration and possible action regarding Ordinance No. 2022-9-1 making appropriations for the support of the City of Thrall for the fiscal year October 1, 2022 through September 30, 2023 and adopting the annual budget of the City of Thrall for the 2023 fiscal year; providing for a publication clause, severability clause, and open  meeting clause. Consideration and possible action regarding Ordinance No. 2022-9-2 levying ad valorem taxes for the use and support of the municipal government for the City of Thrall for the Tax Year 2022; providing for apportioning each levy for specific purpose; and, providing when taxes shall become due and when same shall become delinquent if not paid; and providing for a publication clause, severability clause, and repealing Mayor Marx read the caption of the ordinance, as required by Iaw. Mayor Marx: made ai motion "I move that the property tax rate be increased by the adoption of a tax rate of $0.422267, which is effectively a 0.204% increase in the tax rate" with a second by  clause. Consideration and possible action regarding an Ordinance No. 2022-9-3 of the City of Thrall, Texas, establishing a fee schedule for the payment of all fees, costs and expenses for the development of] property in the City; fees, costs and expenses shall bej paid to the City according to the schedule adopted under this ordinance for all development fees which shall include subdivision development fees, permit fees, building fees, inspection fees and the fees set forth in this ordinance; providing for reimbursement to the City for any third party service cost which the City is required to obtain when the City determines the third party service is reasonable or necessary to provide any service set forth in this ordinance or regarding development within the City; providing a severability clause; providing a repealing clause; providing a penalty of fine not to exceed the sum of five hundred dollars ($500.00) for each offense, except where a different penalty has been established by state law for such offense, or for any violation of any provision which governs public health or sanitation which shall be punished by penalty of fine: not to exceed the sum oft two thousand dollars ($2,000.00); and providing City Attorney, Ted Hejl recommended under Exhibit "A" Building/Permit Plan Review Fees, Commercial Plan Review to correct it to read $95.00 per hour and under Water and Wastewater Fees to remove the Water Recovery Fee and Wastewater Recovery Fee.
