Any items presented to the Thrall City Council are considered informational only and may result in placement on a future agenda for discussion and consideration. During this time the Thrall City Council may hear your concerns but may not respond to any comments and will defer to City Staff. Those wishing to speak during this time must complete an Orange Sign In Card and present to the City Secretary prior to the beginning of the meeting. All visitors will observe a three-minute time limit. 2.1. Remarks of Visitors-No public comment. 3. PRESENTATIONS 3.1. Presentation by Pastor Harris with Mt. Pleasant Church on Juneteenth Celebration in the City Square Park on June 17, 2023. Pastor Harris with Mt. Pleasant Church introduced himself, he came to present an upcoming event, we want to have a juneteenth celebration and bring it to Thrall between the hours of 9 a.m. to 3 p.m. it is part of our connect with the community. The event will be family friendly, no alcohol, no rap music, we'll have vendors, door prizes, we'll also be implementing our community care program and what thatintel's is we set aside sO much money each month to give out care bags to children and Mayor Marx moved agenda item 5.4 before the Consent Agenda Items to consider seniors. and take possible action. Consideration and possible action regarding Resolution No. 2023-3-2 to adopt/reaffirm Civil Rights Policies and Procedures, to: include thel HUD Section 3 presentation, for the Commissioner Martin made a motion to approve Resolution No. 2023-3-2 as read by the: mayor with a second by Commissioner Karch. Motion carried 3-0. 5.2. Consideration and possible action concerning award of an administrative services contract for the preparation of the City's 2023-24 Texas Community Development Block Grant (TxCDBG) CD application and subsequent administrative services contract if Commissioner Martin made a motion to award the contract for administrative services to Langford Community Management with a second by Commissioner 5.3. Consideration and possible action concerning award of the engineering services contract for the preparation of the City's 2023-2024 Texas Community Development Block Grant (TxCDBG) application and subsequent engineering contract if funded. thei meeting. March 22, 2023 Special Called City Council Meeting Agenda Page 2of4 Commissioner Martin made a motion to award the contract for engineering services to Hejl, Lee and Associates Inc. with a second by Commissioner Karch. Motion 5.4. Consideration and possible action regarding the Juneteenth Celebration in the City carried 3-0. Square Park. Mayor Marx said the event would be on June 17th from 9 a.m. to 3 p.m. will have food vendors, they will utilize the whole park area, pavilion, stage. They do want to play music and it would be faced towards the railroad track area to keep anyone from complaining. There will be a deputy that's part of the congregation for security and Williamson County will be notified too of the event. Mayor stated this is an exciting time, that we built the park to be able to do events like this. Pastor Harris commitment to the community is a good jump start and the vision of the Council's to have everybody and bring the community together. We started that with "Christmas in the Park" with having the churches there this past year. Pastor Harris mentioned Commissioner Martin made a motion that the park be available for the Juneteenth Celebration on that day with a second by Commissioner Karch. Motion carried3-0. Mayor Marx proceeded back to agenda item 4. Consent Agenda Items and continued 5.5. Consideration and possible action regarding the wastewater reaveraging for the City of the event would start about 10 a.m. once everything is set up. in order of the agenda. Thrall Utility accounts. Commissioner Karch made a motion to accept the wastewater reaveraging with a 5.6. Consideration and possible action regarding the wastewater rates for the City of Thrall. Mayor Marx made a motion to direct the City Secretary to have the reaveraging go into effect on the May billing and at the April meeting we look at raising our base rate from $19 to $20 on the wastewater ordinance with second by Commissioner 5.7. Consideration and possible regarding the 2023 City Wide Yard Sale and City-Wide second by Commissioner Martin. Motion carried 3-0. Martin. Motion carried 3-0. Clean Up. Mayor Marx made a motion to accept as presented the City-Wide Garage Sale and Spring Clean-up for May 6th and beginning May 8th for the clean-up with a second by Commissioner Martin.
