WELCOME VISITORS AND VISITOR COMMENTS (Orange Sign In Card) This time is reserved for input to the Thrall City Council on items not listed on the agenda. Any items presented to the Thrall City Council are considered informational only and may result in placement on a future agenda for discussion and consideration. During this time the Thrall City Council may hear your concerns but may not respond to any comments and will defer to City Staff. Those wishing to speak during this time must complete an Orange Sign In Card and present to the Çity Secretary prior to the beginning of the meeting. CONSENT AGENDA ITEM(S) The Consent Agenda items listed below are considered to be routine by the Thrall City Council and will be enacted by one motion. There will be no separate discussion of these items unless requested by the Mayor and/or Commissioner, in which event, the item(s) will be removed from the Consent Agenda and considered as a Regular Agenda item(s). 3.1. Consideration and possible action regarding the approval of the minutes for the Public Hearing & Special Called City Council Meeting on September 8, 2022. 3.2. Consideration and possible action regarding Resolution No. 2022-10-1 Appointing the official newspaper: for the City of Thrall. Commissioner Martin made a motion to accept the consent items as presented by the Mayor Marx moved agenda item 4.1 to below 4.7 due to the customer was not present mayor with a second by Commissioner Karch. Motion carried 3-0. at time the item was ready to present. 4. REGULAR AGENDA ITEMS (Green Sign In Card) This time is reserved for the public to speak to the Thrall City Council after the regular agenda item has been announced for consideration. Those wishing to speak must complete a Green Sign In Card and present the card to the City Secretary prior to the beginning of 4.1. Consideration and possible action regarding a variance to Ordinance No. 2014-0910 building setbacks for the property located at 317 Cotton Circle requested by Tyler Miles. Mayor Marx made a: motion to deny as presented due to footage with a second by Commissioner Martin. Motion carried 3-0. Mr. Miles was not present for item. 4.2. Consideration and possible action regarding a variance to Ordinance No. 20150520 regulation of travel trailers for the property located at 113 N. Barker Street requested by the meeting. All visitors will observe a three-minute time limit. Sandra Flournoy. Discussion only, no action taken. 4.3. Consideration and possible action to authorize the start of Phase 2 of City Square Park. Commissioner Karch made a motion to start Phase 2 with a second by Commissioner 4.4. Consideration and possible action regarding a Subrecipient Agreement between Martin. Motion carried 3-0. Williamson County and City of Thrall for the. ARP Project. Mayor Marx made a motion to enter into a Subrecipient Agreement with Williamson County for up to $500,000 for ARP Project with a second by Commissioner Martin. Motion carried 3-0. 4.5. Consideration and possible action regarding Christmas activities in the city. Mayor Marx made a motion to do "Christmas in the Park" on December 4th at approximately 5-7 pm with time subject to change and discuss the activities of what we: need to do with a second by Commissioner Karch. Motion caried 3-0. 4.6. Consideration and possible action regarding thel Employee Appreciation Dinner. Motion carried 3-0. 4.7. Consideration and possible action regarding Employee Appreciation pay. Commissioner Martin made a motion to approve the employee appreciation pay as presented by the mayor with a second by Commissioner Karch. Motion carried 3-0. Mayor Marx: moved to item 4.1 for consideration and action after 4.7. 5.
